RESOLUTION N0. 43S 92

WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, one of the Energy Policies in the County's General Plan
is to "encourage the development of geothermal resources to meet the
energy needs of the County of Hawaii."; and
WHEREAS, consistent with this policy, the County's Planning
Commission has issued Special Permits and Geothermal Resource
Permits to allow geothermal development activities to occur in the
Puna District; and
WHEREAS, by creating a Geothermal Compliance Coordinator
(temporary), SR-26 position, this person would assist and advise the
Planning Director in organizing, managing, directing, and
controlling all projects relating to geothermal development
activities on the Big Island; conduct site inspections, interprete
laws, rules and regulations for compliance; coordinate Planning
Department activities with County, State, and Federal agencies;
prepare and review applications, contracts, reports, testimonies,
etc.; and
WHEREAS, a Clerk-Typist (temporary), SR-8 position would provide
support to the Geothermal Compliance Coordinator; and
WHEREAS, funds are available in the Regular Salaries and Wages
account of the Geothermal Compliance Coord to be funded by the State
of Hawaii Department of Business, Economic Development and Tourism
until June 30, 1993.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE. COUNTY OF
HAWAII that one (1) Geothermal Compliance Coordinator (temporary),
SR-26, and one (1) Clerk-Typist (temporary), SR-8 positions be
created and that funds are available in the Regular Salaries and
Wages account of the Geothermal Compliance Coord.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Planning, Finance and Civil
Service.
