WHEREAS, Kilauea Volcano has been erupting in the County of
Hawaii since January of 1983 and the continuing eruption was
declared a federal disaster in May of 1990; and
WHEREAS, the eruption has destroyed three County beach
parks in the Puna District (Kalapana Black Sand Beach (Kaimu
Bay), Kalapana Beach Park, and Harry K. Brown Park); and
WHEREAS, Kalapana Black Sand Beach at Kaimu Bay was
world-renowned for its beautiful palm-rimmed black sand beach,
and was a noted tourist attraction as well as a swimming and
surfing spot for County residents; and
WHEREAS, Kalapana Beach Park was maintained and patrolled
by the County, and was a popular spot for shore fishing; and
WHEREAS, Harry K. Brown Park had a large pavilion which was
a community gathering place as well as picnic facilities, a
children's playground, basketball and volleyball courts and
other improvements and was heavily used by the Hawaiian
community and other local residents; and
WHEREAS, the destruction of these parks has left the entire
district of Puna without any County or State parks which allow
swimming, surfing or other active water activities; and
WHEREAS, the lack of beach parks in the Puna district is
causing residents and tourists to flock to Kehena Beach, a
hazardous State-owned property; Isaac Hale, a tiny County park
which does not allow swimming; and Kapoho Vacationland
subdivision, which is private property; and
WHEREAS, increased public utilization of these and other
undeveloped areas is causing health and safety problems; and
WHEREAS, the County has identified parcels of land in the
district of Puna which would be suitable for the development of
beach parks to replace the parks destroyed by the eruption; and
WHEREAS, the development of these parks would make
available to residents and tourists alike similar facilities
and activities to those which were lost at Kalapana; and
WHEREAS, the County has submitted to the State of Hawaii
Civil Defense a proposal dated April 10, 1992 to create two new
beach parks in the Puna District utilizing disaster assistance
funding from the Federal Emergency Management Agency to cover
75% of the estimated costs; and
WHEREAS, upon approval by the State the proposal will be
forwarded to FEMA Region IX in San Francisco, and then to the
national FEMA office in Washington, D.C.; and
WHEREAS, the County is asking FEMA to grant disaster
funding assistance for the cost of acquiring the land for the
two new parks and the cost of bringing electricity and
telephone to the parcels, which are not normally eligible
disaster funding costs; and
WHEREAS, the Council of the County of Hawaii desires to
express support for this proposal to the State of Hawaii Civil
Defense and FEMA;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it supports the proposal made to the State of
Hawaii Civil Defense and the Federal Emergency Management
Agency and urges the State and FEMA to approve the proposal as
expeditiously as possible.
BE IT FURTHER RESOLVED that a copy of this resolution be
sent to the State of Hawaii Civil Defense, the Governor of the
State of Hawaii, and the four delegates to Congress from the
State of Hawaii.
