RESOLUTION N0. 447 92
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, the necessity to have well-trained and dedicated Water
Safety Officers at the County beaches is essential to the local
community as well as to the tourists; and
WHEREAS, both Kahalu'u and White Sands Beach Parks are staffed
by one water Safety Officer each seven days a week from 8:30 a.m. to
5:00 p.m.; and
WHEREAS, on Saturdays, Kahalu'u Heach Park, the more popular
beach, is staffed by two Water Safety Officers; and
WHEREAS, comparing the 1989-90 and 1990-91 figures, attendance
at both beaches have increased by 29%, rescues by 30% and first aids
by 194%; and
WHEREAS, it is no longer effective for a staff member to
function alone and still be able to protect the public, often under
dangerous conditions; and
WHEREAS, by creating two (2) Water Safety Officer II 2/ST, SR-17
positions, an additional staff would be scheduled daily between the
two beach parks, avoiding potential hazards and dangers, providing
backup assistance, and providing relief and/or break from duty
schedules; and
WHEREAS, funds are available in the Regular Salaries and Wages
account of the Aquatics Division of the Department of Parks and
Recreation.
NOW, THEREFORE, HE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that two (2) Water Safety Officer II 2/5T, SR-17 positions be
created and that funds are available in the Regular Salaries and
Wages account of the Aquatics Division of the Department of Park &
Recreation.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Parks and Recreation, Finance and
Civil Service.
