RESOLUTION
STATE OF HAWAII

WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, the 1990 census shows that the Big Island of Hawaii has
experienced a dramatic 60% increase in the 65 years old and over and
a 53% increase in the 60 years old and over age bracket; and
WHEREAS, the 1990 census also shows that the 60 years and older
age bracket in North Kona has increased by a stunning 118°s and in
South Kona by 36.8%; and
WHEREAS, the Executive Office on Aging, Office of the Governor,
has approved staffing for West Hawaii; and
WHEREAS, the West Hawaii Office of Aging at the Kealakekua
Business Plaza will be opening shortly; and
WHEREAS, the West Hawaii Office will provide information and
referral, contract and program monitoring, client evaluation,
service coordination, project demonstrations, and other similar Area
Plan on Aging functions; and
WHEREAS, by creating a Program Specialist (Elderly) 3/4T, SR-22
position, and a Senior Clerk-Typist, SR-10 position, the Office of
Aging would be able to carry out its duties in West Hawaii, with a
focus in the long term care area; and
WHEREAS, funds will be available in the Regular Salaries and
Wages account of the Office of Aging, effective October 1, 1992 (the
beginning of the new federal fiscal year); and
WHEREAS, funding for these positions will be by Title III monies
of the Older Americans Act.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that one (1) Program Specialist (Elderly) 3/4T, SR-22, and
one (1) Senior Clerk-Typist, SR-10 positions be created and that
funds will be available in the Regular Salaries and Wages account of
the Office of Aging, effective October 1, 1992.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Office of Aging and Departments of Finance and
Civil Service.
