WHEREAS, The United Sf:ates Department of Housing and Urban
Development (HUD) has advised the County of Hawaii that it will
accept an application for $1,254,000 for the 1992 Community
Development Block Grant (CDBG) Small Cities Program; and
WHEREAS, the primary objective of the CDBG program is the
development of viable commurrities by providing decent housing;
suitable living environments; and expanding economic
opportunities, principally for persons of low and moderate
income; and
WHEREAS, in accordance with Title I of the National
Affordable Housing Act of 1990 (NAHA), the County of Hawaii is
required to submit an Abbreviated Comprehensive Housing
Affordability Strategy (ACHAS) on the use of CDBG funds for
housing related activities; and
WHEREAS, the County has prepared ACHAS within the U.S.
Department of Housing and Urban Development rules and
requirements to address housing related projects contained in the
1992 CDBG application; and
WHEREAS, it is required by the U.S. Department of Housing
and Urban Development that the County of Hawaii submit
certifications assuring conformance to related rules,
regulations, and laws of the CDBG Program; and
WHEREAS, a timely submission of the application for CDBG
funds and ACHAS, in accordance with the appropriate federal
regulations, are necessary.
NOW, THEREFORE, BE IT RESOLVED SY THE COUNCIL OF THE COUNTY
OF HAWAII that the Mayor of the County of Hawaii, or in her
absence the Managing Director, is hereby authorized to execute
and submit the attached 1992 CDBG application and Abbreviated
Comprehensive Housing Affordability Strategy to the U.S.
Department of Housing and Urban Development in the amount of
$1,254,000.
BE IT FURTHER RESOLVED that the Mayor or her authorized
representative is designated to act as the representative of the
County.
BE IT FURTHER RESOLVED that the County of Hawaii will comply
with the certification attached to the CDBG application.
