RESOLUTION No. 4~~ 9~
WHEREAS, on March 14, 1991, the Planning Commission approved
Nansay Hawaii, inc.'s application, Use Permit No. 82, to develop an
18-hole golf course and related improvements on parcels identified
as TMK: 6-2-01-18, 74 and 75; and
WHEREAS, pursuant to Condition 4 of Use Permit No. 82, the
Planning Director has established a community benefit assessment in
the aggregate amount of $3 million; and
WHEREAS, said community benefit assessment included 1) a medivac
helicopter, 2) a helicopter hangar and flare and 3) the balance of
the $3 million shall be in additional monies; and
WHEREAS, the Council is aware that the North Hawaii Community is
currently attempting to raise $12.5 million to build a $25 million
community hospital on lands donated by the Richard Smart Trust; and
WHEREAS, the Council finds that a North Hawaii Community
Hospital, providing basic and acute health care services, will
complement the medivac helicopter donation by Nansay Hawaii, Inc.;
and
WHEREAS, the Council further finds that the additional monies to
be donated by Nansay Hawaii, Inc. in compliance with their community
benefit assessment in their Use Permit No. 82 would enhance the
North Hawaii Community Hospital, Inc.'s fundraising efforts.
WHEREAS, the utilization of said monies for the North Hawaii
Hospital effort will clearly establish the $3 million donation by
Nansay Hawaii, Inc., as a community benefit since the helicopter
program and the hospital will certainly enhance the health care and
emergency medical needs of the surrounding communities of North
Kohala, South Kohala, North Kona, Waimea and Honokaa.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it finds that allowing Nansay Hawaii, Inc. to donate the
additional monies for their community benefit assessment of Use
Permit No. 82 directly to the North Hawaii Community
Hospital, Inc.'s fundraising effort is in the public's best interest.
BE IT FURTHER RESOLVED that the Planning Commission is requested
to approve Nansay Hawaii, Inc.'s donation of the balance of the
$3 million community benefit assessment to the North Hawaii
Community Hospital, Inc. as satisfaction of the community benefit
assessment requirement of Use Permit No. 82.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable Lorraine R.
Inouye, Mayor of the County of Hawaii, the Hawaii County Planning
Commission, Mr. Norman Hayashi Planning Director; Mr. Thomas
Yamamoto, Nansay Hawaii, Inc.; and North Hawaii Community
Hospital, Inc.
