RESOLUTION No. 468 92
WHEREAS, the County of Hawaii is about to expand its emergency
medical service program by acceptance of an aero medivac helicopter
from Nansay Hawaii, Inc.; and
WHEREAS, the aero medivac helicopter having the capability for
Advanced Life Support (ALS) services provides the County of Hawaii
with another dimension in providing emergency medical services to
its communities; and
WHEREAS, the development and growth in the Waikoloa area has
firmly established the need for an emergency medical service unit to
be located in the area; and
WHEREAS, the County also owns a certain three-acre parcel of
land in the Waikoloa area which would be most appropriate in
accommodating an Aero Medivac program and ground responder unit; and
WHEREAS, Nansay Hawaii, Inc., is committed to building the
helicopter facility in a location prescribed by the County; and
WHEREAS, the Council finds that locating the Aero Medivac
program in a new Waikoloa Station would complement the South Kohala
Station in improving emergency medical services to the area; and
WHEREAS, the balance of the facilities to house a full
complement of a ground and helicopter unit at Waikoloa could be
funded by existing community benefit assessments placed upon other
developers; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it finds that establishing the Waikoloa Station as an
Advanced Life Support Station would enhance the county's emergency
medical service response capabilities.
BE IT FURTHER RESOLVED that the Council finds that the Aero
Medivac program will necessitate the construction of certain
facilities to house the personnel and equipment and said expenditure
would be appropriate on the Waikoloa land.
BE IT FURTHER RESOLVED that the Council commits to utilizing the
proceeds from other community benefit assessments to construct an
Advanced Life Support Station at the Waikoloa site.
BE IT FURTHER RESOLVED that the Administration initiate
negotiations with the State Department of Health to incorporate the
Waikoloa Fire Station as an Advanced Life Support Station.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable Lorraine R.
Inouye, Mayor; John C. Lewin, M. D., Director of Health, State of
Hawaii; and Mr. Daniel Ayala, Fire Chief.
Dated at Kona, Hawaii, this 17th day of June 1992.
