RESOLUTION N0. 4'76 92
WHEREAS, there has been widespread reports by farmers in the
County of Hawaii relating to catastrophic damage to their plants and
flowers which appear to be attributed to the use of Benlate, a
fungicide produced by the Du Pont Chemical Corporation; and
WHEREAS, the economic viabililty of the entire floriculture
industry of the County of Hawaii is threatened as a consequence of
Benlate contamination; and
WHEREAS, there does not appear to be any coordinated effort at
the present by the State Department of Agriculture, the University of
Hawaii College of Tropical Agriculture and the County of Hawaii to
investigate the contamination resulting in crop damage and to assist
farmers affected by this problem.
NOW, THEREFORE, BE IT RESOLVED by the Council of the County of
Hawaii, that it requests the Mayor, in conjunction with the
State Department of Agriculture, and the University of Hawaii College
of Tropical Agriculture to investigate the Benlate contamination in
order to help our farmers and the State horticulture industry survive
this latest catastrophe and recover some of their losses.

Your Committee on Economic Development, to which was referred
Resolution No. 476-92, regarding Benlate contamination, reports as
follows:
The purpose of the resolution is to request that the Mayor along
with the State Department of Agriculture and the University of
Hawaii College of Tropical Agriculture investigate the Benlate
contamination reports from local farmers and to assist these growers
and the State Horticulture Industry survive this latest catastrophe
and possibly recover some of their losses.
Your Committee was informed by Ms. Millicent Kim and
Ms. Margarita Hopkins from the County Department of Research and
Development that their department is aware of the reports of Benlate
causing damages to local flower crops. Their investigation focused
on several possible causes and concluded that the most likely
culprit was a certain batch of Benlate which may have been
contaminated by other chemicals during the manufacturing process.
Ms. Kim assured the Committee members that they will be kept abreast
of the situation as the investigation continues.
Your Committee on Economic Development concurs with the intent and
purpose of Resolution No. 476-92 and recommends its adoption by the
Council.
