HomeMy WebLinkAboutRES 483 Draft 01 1988-1992COUNTY OF HAWAII STATE OF HAWAII RESOLUTION N0. 483 92 APPROVING THE USE OF VEHICLES OF THE DEPARTMENT OF PARKS AND RECREATION'S AQUATICS DIVISION AS AUTHORIZED EMERGENCY VEHICLES WHEREAS, the Island of Hawaii is subject to such hazardous coastal conditions as high surf, winter storms, tsunamis, hurricanes and tropical cyclones; and WHEREAS, during times of hazardous coastal conditions the Civil Defense Agency calls upon the Aquatics Division of the Department of Parks and Recreation for assistance as first responders and front-line observers; and WHEREAS, the Civil Defense Agency has asked the Department of Parks and Recreation to consider outfitting the Aquatics Division vehicles with radios and red dome lights and offered assistance in transferring some dome lights to the Department of Parks and Recreation; and WHEREAS, the Department of Parks and Recreation has asked the Council to authorize the use of red dome lights on Aquatics Division vehicles; and WHEREAS, Chapter 24, Article 1, Section 24-3, Hawaii County Code 1983 defines authorized emergency vehicles as "vehicles of the Fire Department, police vehicles while in the course of police work, ambulance and other vehicles as authorized by the Council", and WHEREAS,.the designation as authorized emergency vehicles and the use of flashing red dome lights that comply with Section 24-70(a), Hawaii County Code 1983 will allow the Aquatics Division vehicles to have the right-of-way and to enjoy certain exemptions to the Traffic Code while responding to emergencies, as provided in Section 24-174(a) and Section 24-173, Hawaii County Code 1983; and WHEREAS, the Council finds that use of red dome lights on Aquatics Division vehicles responding to emergencies will be beneficial for public safety; NOW, THEREFORE, BE IT RESOLVED BY THE COU[JCIL OF THE COUNTY OF HAWAII that the vehicles of the Aquatics Division of the Department of Parks and Recreation shall be authorized emergency vehicles as defined in Section 24-3(a), Hawaii County Code 1983 and are hereby authorized for use as emergency vehicles as provided in Section 24-173, Hawaii County Code; and BE IT FURTHER RESOLVED that the Aquatics Division vehicles used as authorized emergency vehicles shall be equipped with flashing red lights in compliance with Section 24-70(a), Hawaii County Code 1983; and BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii shall transmit copies of this resolution to the Honorable Lorraine R. Inouye, Mayor; Charmaine Kamaka, Director, Department of Parks and Recreation; Harry Kim, Administrator, Civil Defense Agency; and Victor V. Vierra, Chief of Police.
