RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A FIVE-YEAR LEASE
AGREEMENT WITH GTE HAWAIIAN TELEPHONE COMPANY, INC., TO PROVIDE A
TELECOMMUNICATIONS SYSTEM FOR THE OFFICE OF HOUSING AND COMMUNITY
DEVELOPMENT AND TO AUTHORIZE THE BUDGETING OF SUFFICIENT FUNDING
IN FUTURE FISCAL YEARS FOR THIS AGREEMENT.
WHEREAS, Section 10-11 of the County Charter requires that
any contract, lease, or other obligation requiring payment of
funds from the appropriations of a later fiscal year, or more
than one fiscal year, be approved by resolution; and
WHEREAS, the Office of Housing and Community Development's
(OHCD) existing telephone system is obsolete and does not meet
the current and future needs of the OHCD; and
WHEREAS, the OHCD has the necessary funding to lease a new
telephone system; and
WHEREAS, GTE Hawaiian Telephone Company, Incorporated, is
the low bidder for Bid Proposal 1416, Item 3, Items for Housing;
and
WHEREAS, GTE Hawaiian Telephone Company, Incorporated, is
able to furnish all necessary telecommunications equipment,
accessories, and all necessary labor, equipment, materials,
tools, supplies, and appurtenances to engineer, design, install,
and maintain a complete telephone system; and

WHEREAS, the County of Hawaii wishes to enter into a lease
agreement with GTE Hawaiian Telephone Company, Incorporated, a
public utility corporation conducting common carrier
communications business in the State of Hawaii; and
WHEREAS, the term of the lease will be for five (5) years.
NOW, THEREFORE, BE IT RESOLVED by the Council of the County
of Hawaii:
1. That the Mayor is hereby authorized to enter into a
five-year lease agreement with GTE Hawaiian Telephone
Company, Inc., to provide a complete telecommunications
system for the Office of Housing and Community
Development; and
2. That sufficient funds be budgeted in future fiscal
years to cover the obligation of the County under the
five-year lease agreement.
