RESOLUTION
WHEREAS, the tax revenues of the State of Hawaii indicates that
the State's economy has begun to feel the effects of the continuing
national recession; and
WHEREAS, the State has determined that its tax collections for
the fiscal year ended June 30, 1992 will not meet its 1.9 percent
anticipated growth--a shortfall of $30 million; and
WHEREAS, Governor John Waihee and Budget Director Yukio Takemoto
have indicated that belt-tightening measures will be forthcoming; and
WHEREAS, the Hawaii County Council is concerned that State grant
reductions to the County will place additional pressures on the
County's limited resources.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it requests the Administration to exercise restraint in
filling new positions and vacancies, until such time as the County
has had the opportunity to assess the implications of the State's
belt-tightening measures.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit a copy of this resolution to the Honorable Lorraine R.
Inouye, Mayor of the County of Hawaii.
