HomeMy WebLinkAboutRES 501 Draft 03 1988-1992COUNTY OF HAWAII` STATE OF HAWAII RESOLUTION N0. 503 J2 (DRAFT 3) REQUESTING THE CCUNTY COUNCII, TO ADOPT AND SUPPORT THE COUNTY OF HAWAII AGRICULTURE DEVELOPMENT PLAN. WHEREAS, one of the General Economic Policies of the Hawaii County General Plan states that the County of Hawaii shall assist the expansion of the agricultural industry, especially diversified agriculture, through the protection of important agricultural lands, capital improvements and other programs, and continued cooperation with appropriate state and federal agencies; and WHEREAS, agriculture has long been a dominant component of the economy of the island of Hawaii where it now maintains the largest acreage and volume of agricultural activity in the state, contributing more than $200 million to the county's economy; and WHEREAS, agricultural use has been one means of keeping areas in open space which is recognized as a valuable resource in providing related open space benefits to enhance the value of surrounding communities and the visitor industry, provide buffer areas, scenic vistas, and facilitates efforts to manage and direct urban growth; and WHEREAS, the Hawaii County Council finds that there is a need for a well-defined plan for Hawaii County's agriculture which incorporates the agriculture community's concerns and perspectives and reflects the accumulated knowledge of those practitioners, scholars, and other experts in the field to ensure the stability and health of Hawaii's agricultural base; and WHEREAS, The County of Hawaii Agriculture Development Plan does reflect island-wide priorities for the future of diversified agriculture in the County of Hawaii, set from the perspective of those practitioners in the field and with support from state agencies, academic institutions, and county departments; and WHEREAS, The County of Hawaii Agriculture Development Plan also provides a base for county decision-making in the areas of land use, real property tax, water, housing, labor, and marketing and competitiveness as it affects agriculture in the County of Hawaii; and WHEREAS, the objectives and plans of actions of the County of Hawaii Agricultural Development Plan will further strengthen and maintain Hawaii County's vision as the center of diversified agriculture in the State of Hawaii. THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that The County of Hawaii Agriculture Development Plan, dated July 1992, be adopted as a guide in the decision-making process and used as a general framework f.or the development of agriculture in the County of Hawaii. BE IT F[JRTHER RESOLVED that the Council of the County of Hawaii urge the administration to prepare specific legislation and programs for Council consideration and action to support The County of Hawaii Agriculture Development Plan. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit certified copies of this resolution to the Honorable Lorraine R. Inouye, Mayor of the County of Hawaii; Mike Luce, Planning Commission Chairman; Norman Hayashi, Planning Director; Yukio Kitagawa, Chairman of the State Board of Agriculture; Gary Doi, Chairman of the Governor's Agriculture Coordinating Committee; and Harold Masumoto, Director of the Office of the State of Planning.
