RESOLUTION N0. 509 92

WHEREAS, it is essential for the County of Hawaii to acquire a
total of thirty (30) vehicles of various types and related
maintenance equipment as outlined in a letter from Steven Shinchi,
Transit Operations Administrator dated July 28, 1992 to effectively
up-grade a severely aged vehicle fleet and enhance island-wide public
transportation services including services for the elderly and
disabled; and
WHEREAS, the County intends to out-right purchase twenty-one
(21) vehicles of various types and related maintenance equipment with
monies provided through the State Transit Capital Development Fund,
Community Benefit Assessment fees and Federal Transit Administration,
Section 18 program; and
WHEREAS, a lease with purchase option plan offers the next
most attractive option to procure the remaining nine (9) vehicles; and
WHEREAS, Section 10-11 of the County Charter requires that any
contract, lease or other obligation requiring payment of funds from
the appropriations of a later fiscal year or more than one fiscal
year be approved by resolution; and
WHEREAS, the County desires to enter into a four (4) year
contract to lease with purchase option for two (2) specialized
wheelchair transport vans and two (2) four wheel-drive accessible
vans and a seven (7) year contract to lease with purchase option for
five (5) 40' accessible "coach type" buses along with a spare engine
and transmission.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Mayor is authorized to negotiate a lease agreement
with purchase option for the acquisition of two (2) specialized
wheelchair transport vans, two (2) four wheel-drive accessible vans
and five (5) 40' accessible "coach type" buses along with a spare
engine and transmission for island-wide public transportation
services and the Council recognizes this obligation and shall
appropriate funds in later fiscal years to fund this agreement.
BE IT RESOLVED that upon completion of the negotiation of the
lease agreement, the transit agency shall attach said lease
agreement with the resolution and submit to Council for approval.
BE IT FURTHER RESOLVED that the Clerk transmit copies of this
resolution to the Mayor's Office, Finance, and the Mass Transit
Agency.

COMMUNITY BENEFIT ASSESSMENT FUNDS ~ ~
Enclosed for Council action is a bill to amend Ordinance 92-73
appropriating a million dollars from the State Capital Development
Fund and a million dollars from community benefit assessment (CBA)
fees from the Waikoloa Homesites Venture. The money will be used to
purchase 20 transit vehicles and related maintenance equipment. The
vehicles will replace the county's aging bus fleet, thereby ensuring
the public greater safety and reliability.
Also enclosed for Council action is a resolution, which, if adopted,
will authorize the County of Hawaii to enter into a lease/option
plan to acquire nine additional transit vehicles as part of the
county's Transit Vehicle Enhancement Project.
