RESOLUTION
WHEREAS the Department of Research and Development would like
to request the transfer of $25,000 from the Clerk-Council's
Miscellaneous Contractual Services 010-101-5101.02-115 account to
Research and Development's Miscellaneous Contractual Services
account; and
WHEREAS, the monies would be used to obtain State funds made
available by the State Legislature for the counties toward film
industry promotion; and
WHEREAS local film and video businesses have organized a
non-profit Trade association to help strengthen film industry on the
Big Island of Hawaii; and
WHEREAS, the production of movies television specials video
commercials, and many other types of film and video production
activities also serve the purpose of promoting the Big Island's
tourism industry; and
WHEREAS, the County of Hawaii recognizes the value of these
matching monies being administered through the State Department of
Business, Economic Development, and Tourism to the local film and
video association.
NOW BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
$25 000 be transferred out and from the Clerk-Council Miscellaneous
Contractual Services account (010-101-5101.02-115) and credited to
the Research and Development Miscellaneous Contractual Services
account ((010-161-5161.02-115) for the purpose of film promotion on
the Big 351and of Hawaii and to secure matching monies available
from the State of Hawaii for the same purpose.
BE IT FURTHER RESOLVED that the County Clerk be and is hereby
directed and instructed to forward a copy of this resolution to the
Director of Finance and the Department of Research & Development and
that the Director of Finance be and is hereby authorized to make the
necessary transfers in accordance with the terms of this resolution.

RE: Transfer funds to the Research and Development Department
for Film Promotion on the Big Island of Hawaii
Pursuant to Section 1(d) of Rule 4 of the Rules of Procedure of
the Council of the County of Hawaii, this written approval is
submitted in regards to Resolution No. 510, relating to
transfering funds to the Research and Development Department for
Film Promotion on the Big Island of Hawaii, waiving said referral
from the Committee on Finance in order that appropriate action can
be taken by the Council.
In reviewing the contents of the referral, it is deemed advisable
that such waiver be granted.

SUBJECT: RESOLUTION TO TRANSFER
RESEARCH AND DEVELOPMENT DEPARTMENT
FILM PROMOTION
Enclosed for Council action is a resolution for the Hawaii County
Council to transfer $25,000 to the Research and Development
Department for the purpose of film promotion on the Big Island of
Hawaii, and to secure matching monies available from the State of
Hawaii for the same purpose.
Since time is of the essence, we would appreciate your waiving
committee action on this resolution.
A representative from the Research and Development Department will
be present to answer questions when this item is discussed by the
Council. Should you need more information prior to that, please
