RESOLUTION REQUESTING THE MAYOR TO ESTABLISH AN ADVISORY TAX
REVIEW COMMISSION TO STUDY AND REPORT ON ALTERNATE METHODS OF
GENERATING TAX REVENUES TO MEET PRESENT AND FUTURE COUNTY NEEDS.
WHEREAS, the development and construction of residential,
commercial, industrial, hotel, and other uses have placed a
significant burden upon existing public facilities; and
WHEREAS, present and future development will place severe
burdens upon existing public facilities that will result in a
substantial and detrimental impact upon the quality of life,
health, and general welfare of our island population; and
WHEREAS, in order to finance and maintain adequate levels
of acceptable public services and facilities significant
reliance has been placed on the real property tax base as a
means to generate necessary revenues to facilitate County
services, programs, and capital improvement projects; and
WHEREAS, it is appropriate to examine the County's funding
sources in light of the economic developments unfolding both
nationally and locally; and
WHEREAS, the subject of tax funding sources deserves
critical study and consideration with the view towards whether
or not various alternative funding sources are viable options;
and
WHEREAS, consideration and formulation of tax related
matters requires a careful examination of legal, fiscal,
economic, planning, and public policy issues; and
WHEREAS, Section 4.4 of the Hawaii County Charter empowers
the Mayor to appoint advisory commissions to provide policy
research, analysis, and recommendations on existing or
potential areas of critical county concern;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it requests the Administration to convene an
advisory tax review commission on December 14,'1992, to examine
the various revenue generating mechanisms and options used by
local government in Hawaii and other states as a means of
diversifying and redistributing the existing revenue tax base
structure, allocating costs for public facilities, and funding
future programs, including, but not limited to the use of
consumption taxes, user fees

BE IT FURTHER RESOLVED that the advisory tax review
commission be comprised of thirteen members who represent the
fields of business, finance, law, tax, labor, real estate,
government, tourism, and industry, four members to be selected
by the Administration and nine members to be selected by the
County Council and that the chairperson be selected from among
the commission membership; and
BE IT FURTHER RESOLVED that the advisory tax review
commission submit a preliminary report to the Administration
and County Council by May 1, 1993, and submit a final report,
including drafts of proposed legislation, to the Administration
and County Council by August 1, 1993; and
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii transmit a copy of this resolution to the Honorable
Mayor of the County of Hawaii.
