HomeMy WebLinkAboutRES 515 Draft 01 1988-1992OFFICE INFORMATION ONLY Meeting: County Council ^4eeting - November 5, 1992 Action: Close file - 11/05/92 Re: Resolution 515-92 COUNTY OF HAWAII STATE OF HAWAII RESOLUTION N0. 515 92 RESOLUTION REQUESTING THE COUNCIL TO EXPLORE WITH THE ADMINISTRATION MEANS AND METHODS TO IMPLEMENT A NEW BUDGET SYSTEM BASED ON THE PRINCIPLES OF ENTREPRENEURAL GOVERNMENT BY SETTING UP A NEW AD HOC COUNCIL COMMITTEE TO S'PUDY NEW APPROACHES TO BUDGETING, AND REQUESTING THE MAYOR TO DESIGNATE THE MANAGING DIRECTOR AND THE FINANCE DIRECTOR TO WORK WITH THIS COMMITTEE. WHEREAS, Hawaii County has been experiencing a sharp rise in real property tax; and WHEREAS, it is acknowledged that we cannot continue to assess our citizens for more taxes; and WHEREAS, many communities are finding solutions to better service with out tax increases through the principles outlined in the book "REINVENTING GOVERNMENT" by David Osborne and Ted Gaebler; and WHEREAS, such budgeting systems pinpoint responsibility on managers and employees to produce measurable results instead of just spending allocated money. NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it explore with the Administration means and methods to implement a new budget system based on the principles of entrepreneural government; and BE IT FURTHER RESOLVED that the Council set up an Ad Hoc Committee to study new approaches to budgeting; and BE I'P FURTHER RESOLVED that the Council request the Mayor to designate the Managing Director and the Finance Director to work with this Committee; and BE I'P FUR'PHER RESOLVED that the Clerk of the County of Hawaii transmit a copy of this Resolution to the Honorable Mayor of the County of Hawaii.
