RESOLUTION N0. 517 92
WHEREAS, Section 10-11 of the County Charter requires that any
contract, lease, or other obligation requiring payment of funds from
the appropriations of a later fiscal year or more than one fiscal
year be approved by resolution; and
WHEREAS, it is essential for the County of Hawaii to have a
minimum of thirty-five (35) dependable refuse trailers operating
seven (7) days per week islandwide for solid waste operations; and
WHEREAS, the County has three (3) 1977, one (1) 1980, three (3)
1982 and one (1) 1985 refuse trailers which need to be taken out of
regular service due to maintenance costs which exceed their
valuation; and
WHEREAS, there is no available rental replacements for refuse
trailers; and
WHEREAS, the County Council, at its September 19, 1990 meeting,
approved the Chief Engineer's program of replacing eight (8) refuse
trailers a year on a five (5) year cycle; and
WHEREAS, the County wishes to enter into a five (5) year
contract to lease with purchase options for eight (8) refuse
trailers for solid waste operations; and
WHEREAS, the eight (8) new refuse trailers will be the third
year of a five (5) year replacement cycle for the entire refuse
trailer fleet.
NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE COUNTY OF
HAWAII hereby authorizes the Mayor to negotiate a five (5) year
lease agreement with purchase options for the acquisition of eight
(8) refuse trailers for solid waste operations islandwide.
BE IT FURTHER RESOLVED that upon completion of the negotiation
of the lease agreement, the Department of Public Works shall attach
said lease agreement with the resolution and submit to the Council
for approval.
BE IT FURTHER RESOLVED that the Clerk transmit copies of this
resolution to the Mayor's Office and the departments of Finance and
Public Works.

SUBJECT: RESOLUTION TO ENTER INTO A MULTI-YEAR LEASE
DEPARTMENT OF PUBLIC WORKS
EIGHT REFUSE TRAILERS
Enclosed for Council action is a resolution which, if adopted, will
authorize the County Finance Department to obtain bid proposals for
five year leases on eight (8) refuse trailers for solid waste
operations islandwide. The agreement to enter into the lease
agreement will be forwarded for Council action once the bid process
is completed.
Justification is enclosed for your review. In addition, a
representative from the Department of Public Works will be present
to answer questions when this item is discussed by Council Committee
as well as the full Council. Should you need more information prior
to that, please call me. Thank you very much.
