HomeMy WebLinkAboutRES 518 Draft 02 1988-1992COUNTY OF HAWAt1 STATE OF HAWAII RESOLUTION N0. 51E3 92 (Draft 2) REQUESTING THE MAYOR TO APPOINT AN ADVISORY COMMISSION ON LANDSCAPING WHEREAS, the County of Hawaii Charter mandates that the county council shall adopt by ordinance a general plan which shall set forth the council's policy for long-range comprehensive physical development of the county and the statements of development objectives, standards and principles with respect to the most desirable use of land within the county; and WHEREAS, the first General Plan for the County of Hawaii was adopted by the county council on December 15, 1971 as Ordinance No. 439; and WHEREAS, The revised Hawaii County General Plan was adopted by the county council on November 14, 1989 as Ordinance No. 89-142 thereby repealing Ordinance No. 439, as amended; and WHEREAS, the Hawaii County's General Plan is a policy document which provides direction for future growth of the County and brings into focus the relationship between residents and their pursuits and institutions, offering policy statements which embody the expressed goals for present and future generations; and WHEREAS, the present Subdivision and Zoning Code of Hawaii County has not been amended to include any standard criteria for the natural and scenic beauty to be developed as part of design plans for landscaping; and WHEREAS, it is essential and increasingly important for the County of Hawaii to adopt landscaping criteria and standards for the public and concurrently moving toward the preservation of Hawaii County's natural beauty in its development of land; and WHEREAS, on April 23, 1984, the Hawaii County Council adopted Ordinance No. 84-22 relating to exceptional trees and has adopted various community development plans either by resolution or by ordinance which have recommended landscaping guidelines; and WHEREAS, the Hawaii County Council recognizes the need for landscaping guidelines within the Hawaii County Code and acknowledges the necessity for the formation of an advisory commission on landscaping to be appointed by the mayor, to prepare a draft ordinance; and WHEREAS, the mayor may appoint advisory commissions, serving a period of time not to exceed, or exist beyond, the term of office of the mayor, without compensation, pursuant to Section 4-4 of the Hawaii County Charter. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the mayor be requested to appoint an advisory commission on landscaping by December 14, 1992, to prepare a draft landscaping ordinance with design criteria and standards including tree preservation/maintenance. BE IT FURTHER RESOLVED that a landcaping consist of a minimum of 9 which will represent as many sectors professional, construction industry, organizations, environmental groups, other groups which can contribute to n advisory commission on but not to exceed 15 members of Hawaii County including resort industry, civic business organizations and any this effort. BE IT FURTHER RESOLVED that the following representatives be included as a member of the advisory commission on landscaping: 1) One representative from each member organization of Big Island the Beautiful Association; 2) Hawaii Visitor Bureau and/or Hawaii Resort Association; 3) AIA, Hawaii Chapter; 4) Developer's group; 5) Representatives from county agencies: Departments of Public Works, Parks and Recreation, Planning, Water Supply, etc.; 6) Any other representative group which can provide expertise in their respective fields which will help in the preparation of this ordinance. BE IT FURTHER RESOLVED that the County Clerk transmit an original copy of this resolution to the Mayor of Hawaii County and copies to the Planning Director; the Chief Engineer; the Parks & Recreation Director and the Department of Water Supply Manager.
