RESOLUTION N0. ~~ ~
WHEREAS, the Purchasing Agent is inundated with requisitions for
purchase of equipment and supplies at the beginning of each new
budget year from all departments; and
WHEREAS, all County departments and agencies will benefit by
shortening the time required in the procurement process and cost
savings will result in reducing this time; and
WHEREAS, the procuring and establishing standards and
specifications for commodities and services that are highly
technical and complex are time-consuming; and
WHEREAS, the Purchasing Agent, in determining when functional
performance can be achieved at lower cost by simplifying, modifying
and substituting items; reviewing and modifying specifications and
determining areas in commodity groups requiring new and improved
purchasing specifications; and drafting specifications for formal
procurements, is prevented from carrying out other administrative
operations; and
WHEREAS, pending legislation and rules and regulations
amendments will require even more of the Purchasing Agent's
attention; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, creating a Procurement and Specifications Specialist
IV, SR-22, the Purchasing Agent would be able to carry out the
duties of purchasing commodities within the time frame of the fiscal
year; and
WHEREAS, funds are available in 010-911-5911.13-341 the
Contingency Account of the General Fund.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII:
1. That a Procurement and Specifications Specialist IV, SR-22,
position be created.
2. That $15,648 be transferred from 010-911-5911.13-341 the
Contingency Account of the General Fund into 010-121-5123.01-011 the
Department of Finance, Purchasing Division's Regular Salaries and
Wages Account.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Department of Finance and Civil Service.
