RESOLUTION N0. 526 9Z
WHEREAS, each year the County of Hawaii enters into a central
services agreement with the City and County of Honolulu; and
WHEREAS, the contract states that the City and County shall
provide technical support and tax mapping services in exchange for a
fee equivalent to the actual costs for the services rendered; and
WHEREAS, for the 1991-92 fiscal year, the cost for the mapping
cost $398,326 and technical assistance cost $13,986, making it a
total of $412,312; and
WHEREAS, the tax mapping service consists of abstracting title
information from documents recorded at the Bureau of Conveyances,
the drawing and production of tax maps, and the maintenance of
records and a referral system; and
WHEREAS, the County of Hawaii would like to terminate the tax
mapping portion of the central services agreement, effective
November 1, 1992; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, in order for the County of Hawaii to carry on the
functions of the tax mapping, the following positions would need to
be created:

2 Drafting Technician II SR-15 27,174

and
WHEREAS, the following equipment is necessary for the above
positions to carry out the functions of the tax mapping section:

and
WHEREAS, funds are available in 010-121-5125.02-115 Real
Property Tax Miscellaneous Contractual Services account.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII:
1. That the following positions be created:
1 Abstractor I SR-17
2 Abstracting Assistant II SR-11
2 Drafting Technician IZ SR-15
2. That $198,971 be transferred from 010-121-5125.02-115 Real
Property Tax Miscellaneous Contractual Services account to the
following Real Property Tax accounts:
010-121-5125.01-011
010-121-5125.02-102
010-121-5125.10-450
010-121-5125.10-454
010-121-5125.10-480

BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Finance and Civil Service.
