HomeMy WebLinkAboutRES 538 Draft 01 1988-1992OFFICE INFORMATION ONLY Meeting: Council -February 15, 1995 Action: Close file Re: Resolution 538-92/Come. 4281 (1992) COUNTY OF HAWA~x~,r ;. aS~'ATE OF HAWAII RESOLUTION Na. -~~;~2 WHEREAS, the County of Hawaii Department of Finance Real Property Tax Division needs to become more flexible and efficient in keeping track of and computing real property tax amounts and to become independent of the City and County of Honolulu in the computation and collection of taxes; and WHEREAS, the Cole-Layer-Trumble Company, a division of Day & Zimmermann, Inc., a Maryland corporation qualified to do business in Hawaii, is experienced in the design, development and implementation of data processing systems and programs as they relate to tax administration, tax accounting, and mass appraisal techniques; and WHEREAS, the Cole-Layer-Trumble Company has offered to install open-system computer hardware and operating system and its integrated assessment system in response to the County of Hawaii's request for proposal no. 1424 to furnish, deliver, install and maintain computer hardware, software and ancillary equipment and services for a complete real property tax system; and WHEREAS, the Cole-Layer-Trumble Company has offered to provide ongoing systems support services to the County of Hawaii; and WHEREAS, the County of Hawaii desires to acquire and utilize said offering, which would require payment of funds from the appropriations of later fiscal years; and WHEREAS, pursuant to section 10-11 of the Hawaii county charter, any contract or obligation requiring the payment of funds from the appropriations of a later fiscal year shall be made or approved by resolution; and WHEREAS, the council finds that the acquisition of this system is of such importance to the county as to justify the expenditure of funds from the appropriations of later years. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it authorizes the County of Hawaii to enter into the Articles of Agreement (attached hereto as Exhibit A) with the Cole-Layer-Trumble Company, providing that the Cole-Layer-Trumble Company supply the equipment, software and services contained in the agreement. BE IT FURTHER RESOLVED that the County Clerk be and is hereby directed and instructed to forward a copy of this resolution to the Director of Finance and the Mayor of the County of Hawaii and that the Director of Finance be and is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
