RESOLUTION N0. 543 ~2
WHEREAS, Article V, Section 5-1.3(c) states that the Mayor has
the power to "Create positions...for which appropriations have been
made by the council..."; and
WHEREAS, the County's computer environment has evolved from a
simple system to a large complex one with a telecommunications
network, requiring highly technical skills to provide proper
support; and
WHEREAS, the Data Processing Division is shifting from providing
computer processing services to providing general computer systems
and telecommunications networking support services; and
WHEREAS, a recent vacancy has provided the Data Processing
Division, Department of Finance, with an opportunity to review its
organization structure with the goal of improving overall efficiency
and productivity; and
WHEREAS, a convenient time to change an existing outdated
position to one that would fit the changing environment of the
division would be when a position is vacant; and
WHEREAS, Position No. 1911, Computer Operator II, SR-17, is
presently vacant; and
WHEREAS, a Systems Analyst position is better suited to tackle
the more complex telecommunications, networking and systems support
problems; and
WHEREAS, funds for the creation of the Systems Analyst position
are available in the Data Processing salaries and wages account due
to the accrual of the salary of the vacant Computer Operator's
position.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that Position No. 1911, Computer Operator II, SR-17, be
deleted and that a Systems Analyst I, SR-22, position be created.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Finance and Civil Service.
