RESOLUTION N0. 54~ :~2
WHEREAS, Section 46-32, Hawaii Revised Statutes, relating to
Employees of Council, authorizes the Council of any County to
appoint and employ personnel as it deems necessary and to prescribe
their powers, duties and compensation; and
WHEREAS, Section 3-14, Hawaii County Charter, provides for
interim amendments to the Salary Ordinance be made by resolution; and
WHEREAS, Resolution 501-92, Draft 2, approved by the County
Council at its September 16, 1992 meeting, adopted the County of
Hawaii Agricultural Development Plan which is intended to provide
the guidelines in the Council's decisionmaking on issues relating to
agriculture; and
WHEREAS, the County Council through its County Housing Agency
programs has also recognized the urgency in providing additional
affordable housing units throughout our communities; and
WHEREAS, pursuant co Section 46-32, Hawaii Revised Statutes, the
Council deems it necessary to create a Special Assistant position to
provide specialized expertise to the Council Chairperson and
Committee on Planning Chairperson in the area of agriculture and
housing.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Salary Ordinance be amended by creating one (1)
Special Assistant position for the Office of County Council at an
annual salary of $49,920.
BE IT FURTHER RESOLVED that funds are available in the
Clerk/Council Salaries and wages account due to unfilled vacancies.
BE IT FURTHER RESOLVED that copies of this resolution be
transmitted to the Departments of Civil Service and Finance.

SPECIAL ASSISTANT
Duties Summary:
Performs, but is not limited to, legislative research and
analysis in specialty areas of agriculture and housing. Position
reports directly to the Council Chairperson and the Chairperson
of the Committee on Planning.
Distinguishing Characteristics:
The Special Assistant will be expected to conduct diverse and
complex research, public policy analysis and report writing
relating to but not limited to agriculture and housing policies.
Work will be the most difficult and complicated in nature,
requiring substantial technical knowledge and experience in
legislative research methods.
Illustrating F,xamples of Work:
Analyzes, evaluates and renders conclusion from available
data and advises Council, through the Council and Committee on
Planning Chairperson, on recommendations for implementation.
Plans, organizes and prepares clear, concise, comprehensive
reports and research projects.

Re: Resolution to create a Special Assistant position to
provide specialized expertise to the Council Chairperson
and Committee on Planning Chairperson in the area of
agriculture and housing
Pursuant to Section 1(d) of Rule 4 of the Rules of Procedure of
the Council of the County of Hawaii, this written approval is
submitted in regards to Resolution No. 549, relating to creating a
Special Assistant position to provide specialized expertise to the
Council Chairperson and Committee on Planning Chairperson in the
area of agriculture and housing, waiving said referral from the
Committee on Planning in order that appropriate action can be
taken by the Council.
In reviewing the contents of the referral, it is deemed advisable
that such waiver be granted.
