Please find attached proposed amendments to Resolution 204-09. The amendments read as follows:
Amend the 2°a WHEREAS clause to read as follows:
"WHEREAS, a letter dated Apri123, 2008, from Mike R. Ben, Director of Human
[Ps] Resources, stated the pay increase would take effect on July 1, 2008; and"
2. Amend the 4'~' WHEREAS clause to read as follows:
"WHEREAS, Mayor William P. Kenoi has stated that all indications are that next year's
Operating Budget will be even more severe and fiscally challenging [tken] than this past budget
session; and"
Amend the BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
clause to read as follows:
"BE IT RESOLVEll BY THE COUNCIL ON THE COUNTY OF HAWAII, that it
respectfully asks the Hawaii County Salary Commission to revert the salary compensation for all nine
Councilmembers back to the previous levels, prior to the 22.14% increase; and"
4. Amend the BE IT FINALLY RESOLVED clause to read as follows:
"BE IT FINALLY RESOLVED, that a copy of this resolution be transmitted to the
Honorable Mayor William P. Kenoi[,], Gerald Perkins, Chair, Hawaii Countv Salary Commission the
Director of Finance[,]; and the Director of Human Resources."

A RESOLUTION REQUESTING THE HAWA[`I COUNTY SALARY COMMISSION
TO REVERT THE HAWAII COUNTY COUNCIL PAY SCALE BACK TO THE
PREVIOUS COMPENSATION LEVEL PRIOR TO THE 22.14% SALARY INCREASE
GRANTED ON APRIL 23, 2008, WHICH TOOK EFFECT ON JULY 1, 2008.
WHEREAS, the Hawaii County Salary Commission submitted a pay package for the
individual Hawaii County Council Members that resulted in a 22.14% pay increase; and
WHEREAS, a letter dated Apri123, 2008, from Mike R. Ben, Director of Human
Resources, stated the pay increase would take effect on July 1, 2008; and
WHEREAS, Hawaii County is facing extremely difficult economic times, as we
recently passed the 2009-2010 Operating Budget, which included a nearly $50 million shortfall;
and
WIIEREAS, Mayor William P. Kenoi has stated that all indications are that next year's
Operating Budget will be even more severe and fiscally challenging than this past budget
session; and
WHEREAS, a 22.14% increase in Councilmembers compensation flies in the face of
reason and common sense during these very difficult economic times; and
WHEREAS, the Hawaii County Council recently passed Ordinance No. 09-72, which
adopted a status quo compensation package for non-bargaining County employees with no pay
increases whatsoever; and
WHEREAS, it is imperative that the Hawaii County Council show prudence and
leadership when it comes to financial accountability; and
WHEREAS, by law, only the Hawaii County Salary Commisiion can either increase or
decrease compensation for elected officials; and
WHEREAS, the Hawaii Cowity Council would be in no position to request that there be
no pay increases for County of Hawaii union bargaining units in the upcoming negotiations
without first leading by example; and
WHEREAS, the Hawaii County Council believes that the people of this County would
agree that this sacrifice is needed to instill confidence in our fiscal prudence; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that it
respectfully asks the Hawaii County Salary Commission to revert the salary compensation for
all nine Councihnembers back to the previous levels, prior to the 22.14% increase; and
BE IT FINALLY RESOLVED, that a copy of this resolution be transmitted to the
Honorable Mayor William P. Kenoi; Gerald Perkins, Chair, Hawaii County Salary Commission;
the Director of Finance; and the Director of Human Resources.
