Aloha, my name is Christopher English and I am currently the president of the Hawaii Cattlemen's Association
(HCA) representing about 120 ranchers across our island. HCA is an affiliate of the Hawaii Cattlemen's Council
(HCC), which represents cattlemen throughout the state. HCC represents 150 + members and 120,000 head of
cattle. These Hawaiian organizations are also fully unified with the National Cattlemen's Beef Association (NCBA)
which represents cattlemen across the nation.
I am submitting this testimony in order to urge the county council to oppose Resolution 80-09.
During these challenging economic times, individual counties are ill-equipped to regulate agriculture or bio-control
and lack the necessary expertise, experience and resources to deal with these issues within the agricultural
industry.
Adoption of ordinances such as Resolution 80-09 by local governments effectively diminishes the rights of
farmers and ranchers who rely on scientific tools such as bio-control to cope with pests, disease, and other
environmental challenges. Responsible bio-control provides vital tools to the agricultural industry that helps to
safeguard progress in the future.
