RESOLUTION NO. °2p7 09
A RESOLUTION ENCOURAGING THE COUNTY OF HAWAII TO SUPPORT THE'
CONCEPT THAT COMMUNITY ORGANIZATIONS ASSUME LEADERSHIP ROLES
AND SEEK FUNDING SOURCES FOR THE PROPOSED CONSTRUCTION AND
DEVELOPMENT OF USES TO CREATE THE KONA SHORELINE PARK PROJECT
WITHIN THE OLD KONA AHiPORT, AND ENDORSE THE ROLE OF TAE COUNTY
OF AAWAI`I TO ACT AS THE CONDUIT AND/OR SPONSOR THROUGH WHICH
ANY AND ALL DEVELOPMENT FUNDS SUCH AS THE AMERICAN RECOVERY
AND REINVESTMENT ACT (ARRA) MAY BE SOLICITED AS THE KONA
SHORELINE PARK PROJECT EVOLVES.
WHEREAS, the preliminary phase of the planning process for the creation of the Kona
shoreline park project within the Old Kona Airport Park has been completed by Kimura
International, Inc., and subsequent planning sessions are being envisioned to further refine
various uses within the park; and
WHEREAS, one proposal presently being formulated is canoe activities that include
build-out of the existing land based canoe facility ("Hale Wa`a") and a new ocean access in the
form of a canoe landing/stilling basin suitable for both canoe launching and a safe swimming
area within the shoreline park; and
WHEREAS, community organizations are perhaps the best vehicle to assume leadership
in acquiring funding for construction development of the Kona shoreline park project and
facilities therein; and
WHEREAS, the Canoe Clubs of West Hawaii are logically the most appropriate
organization from which to select leadership to promote and develop canoe activity efforts for a
shoreline park; and
WHEREAS, the shoreline park planning process is enhanced dramatically if the County
of Hawaii were to endorse canoe activity efforts at this time; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
County of Hawaii, and its Department of Parks and Recreation are encouraged to endorse the
concept that community organizations assume leadership roles in the construction and design of
proposed uses for the creation of the Kona shoreline park project with the Old Kona Airport
Park.
BE IT FURTAER RESOLVED that the County of Hawaii, and its Department of
Parks and Recreation are also encouraged to endorse the concept that the Canoe Clubs of West
Hawaii would provide necessary leadership and assistance to the County ofHawai`i's Planning
Consultant, Kimura International, Inc. regarding canoe activities and completion of design
processes for the land based canoe facility ("Hale Wa`a") and new ocean access for canoes,
including a safe swimming area within the park.
BE IT FURTHER RESOLVED that the County of Hawaii and its Department of Parks
and Recreation are encouraged to act as a conduit/sponsor through which any and all
development funds such as ARRA ("American Recovery and Reinvestment Act") may be
solicited in order to fund the development of the Kona shoreline park project as it evolves.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to Mayor William Kenoi, the Director of the Department of Parks and Recreation, the
Director of Finance, Governor Linda Lingle, the Department of Land and Natural Resources,
Division of State Parks, the U. S. Army Corps of Engineers -Honolulu Engineering District,
Kimura International, Inc., Representative Denny Coffman, Representative Cindy Evans, Senator
Josh Green, and the Moku O Hawaii Outrigger Canoe Racing Association.
