BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAI`L•
SECTION 1. Ordinance No. 09-64, as amended, is hereby further amended by increasing revenues in the
following amount(s) to the fund(s) as set forth in Section 2.

Bill 108: Amends Ordinance No. 09-64, as Amended, the Operating Budget for the County
of Hawaii for the Fiscal Year Ending June 30, 2010; Increases revenues in Contribution
from Private Source ($3,000); appropriates same to Envision Downtown Hilo 2025:

Bill 109: Amends Ordinance No. 09-65, as Amended, Relating to Public Improvements
and Financing Thereof for the Fiscal Year July I, 2009, to June 30, 2010; Adds
MANAGEMENT: West Hawaii Emergency Shelter- County Match ($492,905.66);
funds shall be provided from General Obligation Bonds, Capital Projects Fund -Fund
Balance and/or Other Sources ($492,905.66). AYES: Council Members Enriques, Ford,
Greenwell, Hoffmann, Ikeda, Naeole, Onishi, Yagong, and Chair Yoshimoto - 9; NOES:

Bill 115: Amends Chapter 15 of the Hawaii County Code 1983 (2005 Edition, as
Amended) by Adding a New Article Relating to Dog Parks. Creates a policy for
establishing County park areas to be used exclusively by dogs and their handlers and
provides for fees and penalties. AYES: Council Members Enriques, Ford, Greenwell,
Hoffmann, Ikeda, Naeole, Onishi, Yagong, and Chair Yoshimoto - 9; NOES: None;
ABSENT: None; EXCUSED: None.
Bill 117: Amends Ordinance No. O] -34 Which Reclassified Lands from Single Family
Residential - 10,000 Square Feet (RS-] 0) to General Commercial - 10,000 Square Feet
(CG-10) at Waiakea, South Hilo, Hawaii, Covered by TMK:2-2-020:007; Requesting a
Two-Year Time Extension to Comply with Condition B (Secure Final Plan Approval) of
Change of Zone Ordinance No. 01-34; Pa`a `Aina Trust, Applicant. If the applicant,
successors, or assigns develop residential units on the subject property, the applicant shall
make its fair share contribution to mitigate the potential regional impacts of the property
with respect to parks and recreation, fire, police, solid waste disposal facilities and roads.
The fair share contribution shall have a combined value of $7,698.11 per multiple family
residential unit ($11,996.63 per single family residential unit). AYES: Council Members
Enriques, Ford, Greenwell, Ikeda, Naeole, Onishi, Yagong, and Chair Yoshimoto - 8;

Bill 129: Authorizes the Mayor of the County of Hawaii to Enter Into an
Intergovernmental Agreement for a State Water Pollution Control Revolving Fund Loan
for Wastewater Public Improvement Projects; and Authorizes the Issuance of $18,000,000
General Obligation Bonds of the County of Hawaii for the Purpose of Financing Qualified
Wastewater Public Improvements of the County of Hawaii. AYES: Council Members
Enriques, Ford, Greenwell, Hoffmann, Ikeda, Naeole, Onishi, Yagong, and Chair
Yoshimoto - 9; NOES: None; ABSENT: None; EXCUSED: None.
Bill 130: Amends Ordinance No. 09-65, as Amended, Relating to Public Improvements
and Financing Thereof for the Fiscal Year July 1, 2009, to June 30, 2010; Adds
ENVIRONMENTAL MANAGEMENT: Queen Lili`uokalani Village Large Capacity
Cesspool Replacement -State Revolving Funds (SRF) ($18,000,000); fund increase shall
be provided from SRF ($18,000,000). AYES: Council Members Enriques, Ford,

Bi11321A (2006-2008): Amends Section 25-8-33 (City of Hilo Zone Map), Article 8,
Chapter 25 (Zoning Code) of the Hawaii County Code 1983 (2005 Edition), by Changing
the District Classification from Single Family Residential- 10,000 Square Feet (RS-10) to
General Commercial - 10,000 Square Feet (CG-10) at Waiakea, South Hilo, Hawaii,
Covered by TMK:2-2-025:0] 1; Freditas Udani, Applicant. If the applicant, successors, or
assigns develops residential units on the subject property, the applicant shall make its fair
share contribution to mitigate the potentital regional impacts of the property with respect to
parks and recreation, fire, police, solid waste disposal facilities and roads. The fair share
contribution shall have a combined value of $7,043.62 per multiple family residential unit
