The monies will be used toward implementing their application, entitled: EDH 2025: Action Plan Update -Sustainable Design Guidelines for Downtown Hilo. This project continues to build upon the recent engagement of Downtown Hilo stakeholders in a Sustainable Design Assessment Team (SDAT) Program awarded by the American Institute of Architects (AIA) earlier this year. The AIA SDAT Program provided initial recommendations that can be incorporated into the Action Plan and in developing design-related strategies and actions for Downtown Hilo. The County was awarded $3,000 from the Group 70 Foundation Fund of the Hawaii Coummnity Foundation that will supplement previous funding from the County Council discretionary fund and the Planning Department's operating budget. In this upcoming year, the Planning Department and the VisionKeepers will work with Lead Partners and stakeholders to 1) conduct the 5-year update of the EDH 2025 Action Plan; 2) incorporate and translate design components of the Vision and Action Plan into the current Downtown Hilo Commercial (CDH) District in the County Zoning Cade; and 3) create a Vision Base Map that compliments the EDH 2025 Plan and the design elements within the CDH District in the Zoning Code. Enclosed is a resolution accepting a contribution of $3,000 from the Hawaii Community Foundation, 1164 Bishop Street, Suite 800, Honolulu, HI 96813. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating $3,000 to the Envision Downtown Hilo 2025 (EDH 2025) -Action Plan Update account. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): In April 2009, the Planning Department and the EDH 2025 VisionKeepers submitted an application to the Hawaii Community Foundation for the 2009 Group 70 Foundation Fund. During the SDAT, the AIA sent a multidisciplinary team of professionals from across the country to Hilo for 3 days in May, 2009, to work with our community decision-makers and stakeholders. The AIA SDAT Program provided initial recommendations that can be incorporated into the Action Plan and in developing design-related strategies and actions for Downtown Hilo. The $3,000 award from the Group 70 Foundation Fund will supplement funds from County Council discretionary funds and Planning Department's operating budget. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): It is approaching 5 years since the EDH 2025 Plan was initially adopted in November 2005. To remain a dynamic Living Action Plan, it requires that the EDH 2025 Plan be updated to incorporate emerging and critical strategies and actions that are relevant to the needs of today's community. The Downtown Hilo Commercial (CDH) Zoned District will be amended to incorporate priority components of the updated Action Plan, including design-related strategies and actions that are critical to guide future development. In this initial amendment process, we will incorporate the components that will assist developers and planners in to determining how the proposed development or renovation can be produced in keeping with the community Vision. The components will include design strategies such as: vision, focus area, uses, height, siting, set back, parking, etc. Also, a preliminary Vision Base Map will be prepared to incorporate priority components from the Action Plan and the CDH district code updates.
