CALL TO ORDER STATEMENTS FROM THE PUBLIC ON ITEMS ON THE AGENDA REFERRALS: Comm. 399: 60-DAY REPORT FROM THE DEPARTMENT OF PUBLIC WORKS EVALUATING THE MAMALAHOA HIGHWAY BYPASS; FROM MARCH 10 TO MAY 9, 2009 (the report provides the amount of motorists using the bypass, discusses the effect on the "Kainaliu Crawl," provides reports from the residents and developers in the area, reports on daily operations in controlling traffic, status of safety improvements, plans for future safety improvements and provides the department's recommendation. This report is submitted pursuant to Ordinance Nos. 08-58 and 08-59, and also requires the Council take appropriate action to determine the continued use of Haleki`i Street as a public vehicle thoroughfare) From Council Chair J Yoshimoto, dated June 9, 2009, transmitting the above report from the Warren H. Comm. 413: AN ORDINANCE AMENDING CHAPTER 5, ARTICLE 1, SECTION 5-1.0.8, AND (Bill 103) CHAPTER 21, ARTICLE 2, SECTION 21-5 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO THE USE OF A TENT OR A STRUCTURE OF SIMILAR TYPE AS A TEMPORARY RESIDENCE WHILE CONSTRUCTING A PERMANENT DWELLING UNIT (allows a landowner to live in a temporary structure for two years from the date of issuance of a building permit, providing certain conditions are sustained including adequate sanitation, emergency access, fire safety, electrical safety, a buffer zone between the building site and living areas, and protecting the county from liability for any injury or property damage that may occur as a result of the temporary living arrangement) From Councilmember Emily Naeole, dated June 23, 2009 transmitting the above bill.
