Resolution
WHEREAS, annual rainfall in the Kohala Mountains is more than
adequate to meet the water needs of surrounding communities for
their domestic and agricultural use if the water were captured and
stored; and
WHEREAS, large quantities of stored water would preclude the
recurrence of droughts as experienced two years ago by having
adequate amounts of stored water available for domestic and
agricultural use; and
WHEREAS, residents and farmers in Waimea could rely with
confidence on the ability of the water system to handle their
needs if facilities were developed to store large amounts of
water; and
WHEREAS, there is adequate land suitable for the storage.of
large quantities of water lying towards Mauna Kea of the
Waimea-Kohala Airport owned by Parker Ranch; and
WHEREAS, principals of Parker Ranch may be agreeable to
exchange such land to be used in the public interest.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it wholeheartedly supports the exchange of land
between Parker Ranch and the State so that land to the southeast
of the Waimea-Kohala Airport may be developed for the storage of
water and beneficial to the entire area.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
is instructed to send a copy of this Resolution to Mr. Richard
Smart, owner of Parker Ranch, Mr. Susumu Ono, Chairman of the
Board of Land and Natural Resources, Senators Dante K. Carpenter,
Richard Henderson, and Malama Solomon, and Representatives
Herbert A. Segawa, Andrew Levin, Virginia Isbell, Yoshito Takamine
and Richard M. Matsuura.
