PdHEREA5; at recant U. S. Senate hearings for. the confirmation
of newly appointed Energy Secretary Donald P. Hode1, the Secretary
designee responded to Hawaif's Senator Spark Matsunaga's questions
with compassion and wisdom; and
wHF_REAS, tha Secr.e.tary gave assurances that he would
immediately look into the prospect of providing relief for
hurricane "IWA" victims tPrrough various Department of Energy
programs; and
WHEREAS, in spite of demonstrated opoositian to Ocean Thermal.
Energy Conversion (OTEC) programs from *_he present Admi.nistr.ation,
Mr. Hodel indicated he would he .inclined to favor OTEC and would
support the Congress if it cnnt9,nued to fund such praieets; and
WHEREAS, Mr. Hodel further indicated that he intended to honor
and enforce a recent agreement signed by h.i.s predecessor and
Transpoz•tation Secretary Drew Lewis which requires that at least
fifty percent of ail government-generated cargo suhject to the
Cargo Preference Act would he transported in U. S. flag commerria].

NOti9, THEREFORE, HE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it wholeheartedly supports Mr. Hodel's incli.natian to
canti.nue efforts to support OTEC projects and commend the
Secret2_*y for his stand on Sssuss presented a.t his Senate
confirmation hearings.
BE iT FURTHER RE50LVED that the Clerk of the County of Hawaii
be instructed to transmit: copies oP this Resolution to Department
of Energy Secretary Donald P. Hodel, Senator. Spark M. Matsunaga
and Governor George R. Aryoushi.
