Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments to
the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the Salary Ordinance is hereby amended for the following department:
REGULAR COUNTY POSITIONS (PART-TIME)
SECTION 8.09 (b). RECREATION DIVISION. DEPARTMENT OF PARKS .AND RECREATION.
1. Add one new position of Recreation Aid (2/5 T) SR-7.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to
the departments of Parks and Recreation, Finance and Civil Service for their
information.

Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for increased workloads, etc.):
growth of the Kona Community, over 100 in the past ten years, coupled with
the socio economic changes that are taking place makes it vital that pro-
grams and services keep pace with the needs of the community. Greater
professional service are now required to meet the demand for a broader
range of services. The creation of this sub-professional position will free
the professional staff from menial chores particularly at the Old Kona
Airport Park. The redirection of funds obtained from a vacant position
being reclassified downward will make this possible. No new funding sources
required.

Not applicable.

Higher level duties not applicable here. This is a new entry level,
sub-professional position, which is intended to service the increasing
demand for day-to-day services at the Old Kona Airport particularly on
weekends and holidays where the need for attendant and custodial services
are the greatest.

Budget constraints did not make the creation of this position possible;
however, a recent retirement and the subsequent reclassification (to a
lower pay grade) provided the necessary funds for the creation of these
part-time (2/5-T, 16 hours per week) positions.

RECREATION AID
Duties Stmvnary:
Performs .a variety of tasks 1n the maintenance and operation of recreation
facilities; performs clerical tasks; and performs other related duties as required.

Dfstitiguishing Characteristics:
.This class differs .from-that of Recreation Assistant I in'that.the.~..
Recreation Aid performs a variety of tasks in the maintenance and operation oY
recreation. facilitiesy.whereas the Recreation Assistant I provides subprofessional,
support'end~or assistance in the conduct of public recreational activities..
Illustrative Examples .of Work: '
Performs a variety of tasks in the maintenance and operation of indoor and
outdoor recreation facilities such as ball fields, tennis, combination volleyball
basketball courts, and other similar area; marks off playing areas with"prescribed
markings prior to league or tournament play; receives, stores and issues expendable
supplies and equipment; arranges for equipment or tools, charges them.to participants
and checks them for condition on their return; keeps inventory records and notifies
supervisor of need to reorder supplies; checks recreation area for general condition,
_ safety hazards or for routine maintenance needs and reports findings to supervisor;
J keeps schedules of athletic events and posts individual or team scores; assists in
supervising large groups during bus trips, special tours or other planned outings;
may operate slide projectors, phonographs or tape recorders in providing.specisl
programs; maintains schedules of use for assigned recreational areas or facilities
and keeps records oY attendance; posts announcements of scheduled activities and
answers inquiries about time, place and other matters related to activities scheduled.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience sub-
stantially equivalent to graduation from high school.
Knowledge of: recreation equipment; rules and regulations of a variety
of popular games and sports.
Ability to: understand and follow oral and written instructions; keep
records; interpret rules, and regulations of various popular games, and sports.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for performance
of the duties.
