Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments to
the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the Salary Ordinance is hereby amended for the following department:
1. Reallocate one position of Recreation Instructor SR-9 to Recreation
Leader SR-12.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to
the departments of Parks and Recreation, Finance and Civil Service for their
information.

Growth of the Kona Conmtmity coupled with the socio econanic changes that are taking
place makes it vital that programs keep pace with the needs of the ccamnmity. Greater
professional services are now required to meet the demand for a broader range of
services. The redirection of funds obtained from a vacant position being reclassified
will make this possible.

Budget constraints did not make this avenue possible; Hchever, a recent retirement
and the subsequent reclassification (to a lowEr PaY~Jrade) Predured the necessary
funds to accrn~Ltsh the reallocation requested.

RECREiiTION INSTRUCTOR
Duties Summary:
Plans and conducts instruction in an area of recreational specialty
such as hula, handcrafts, native dancing, sports, swimming, etc.; and performs
other related duties as required.
Distinguishing Characteristics:
This class differs from that of Recreation Leader in that the 3ecreation
Instructor instructs groups in an area of recreational specialty; whereas the
Recreation Leader assists in org=^.nizing and directing a variety of recreational
activities at an assigned playground or gymnasium.
This class differs from that of Recreation Assistant in that the
Recreation Instructor instructs groups in an area of recreational specialty;
whereas the Recreation Assistant plans, organizes and directs a variety of
recreational activities at several playgrounds.
Illustrative Examples of [fork:
Teaches a recreational specialty such as hula, folk dancing, ulculcle,
playing, weaving, play acting, swimming or tennis; work ~,*ith the Parks and
Recreation District Supervisor in planning programs and gives instructions to
assigned group; adapts techniques and methods to particular group served; assists
in preparing costumes, scenery props, etc. as needed; prepares reports on classes
conducted, attendance and the like.
Piinimum @ualification Requirements:
Trainin and d Experience: e. canbination of education and experience
substantially equiva cnt to gr-~uation from high school and one year of experience
in the specialized activity to be tatg ht.
Certificate Required: For Recreation Instructor positions teaching
swimming only -- possession of a Red Cross Senior Lifesaving and Standard First
.'mod Certificates.
Knowledge of: the principles, practices, equipment, tools and techniques
of the specialty; principles and practices of instruction; group behavior.
%bility to: do demonstrational teaching; inspire confidence and
enthusiasm of participants; stimulate interest; prepare reports; maintain good
working relationship with the staff and public.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for perform-
ance of the duties.

RECREATION LEADER
Duties Summary:
Assists in organizing and directing recreational activities for
children and adults and/or plans and implements recreational programs in an
assigned district; and performs other related duties as. required.
DistinQUishinQ Characteristics:
This class differs from that of Recreation Assistant in that the
Recreation Leader assists in organizing and directing recreational activities
and/or is in charge of recreational activities in an assigned district; whereas
the Recreation Assistant plans, organizes and directs a variety of recreational
activities at several playgrounds.
Illustrative Examples of Work:
Teaches children arts and crafts, music, dancing, and athletic skills;
assists in planning and organizing adult activities; officiates at organized
sports activities; assists in planning community activities such as holiday
programs, parades, and festivals; conducts hikes, camping trips and excursions;
organizes community groups within the district to assist in recreation programs
and acts as an advisor to such groups; issues, receives and maintains custody of
recreational equipment and supplies for gyms; playgrounds and other recreational
facilities and programs within the district; conducts classes, instructs and
supervises subordinates in work-related activities; provides first aid services
as may be required; takes advance reservations and schedules the use of gyms and
playgrounds within the district; maintains time sheets, work schedules, evaluation
reports, attendance and activity reports for programs within the district, and
prepares a written yearly summary of such reports; develops, coordinates, super-
vises and conducts Summer Fun activities; prepares news releases and other form
of publicity relating to the recreational program; prepares and maintains ball-
fields, gyms and other facilities and equipment prior to public use which
includes establishing and laying out field and coxrt dimensions and liming of
fields.
Minimum Oual.ification Reavirements:
Training and Experience: A combination of education and experience .
substantially equivalent to graduation from an accredited college or university
with specialization in recreation, physical education, group work, or a relates.
field.
Knowledge of: the principles and practices of recreation and technioues
and equipment used in recreation; rules and regulations of a variety of popular
games and sports; playground administration and operation; group behavior.

apply principles, practices and techniques of recreation to work situations;
promote and stimulate interest in the recreation program; maintain cooperative
relationships with the staff and public; understand and follow oral and written

Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for performance
of the duties.
