Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.09 (b). RECREATION DIVISION. DEPARTMENT OF PARKS AND RECREATION.
1. Reallocate two positions of Senior Lifeguard SR-13 to
Supervising Lifeguard SR-16.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Parks and Recreation, Finance and Civil Service for
their information.

Supervises and coordinates assigned district beach and pool operations.

The duties are essential in•the establishment of the fundamental
supervisor-supervisory relationships between all assigned positions
within assigned districts. As a result, improved staff deployment
in operational procedures may be accomplished by improving the
aquatic services within assigned districts..

SUPERVISING LIFEGUARD
Duties Summary:
6.207
Supervises lifeguarding activities in an assigned district; trains
and drills lifeguards in the use of lifesaving equipment and lifesaving
methods and techniques; plans, coordinates and supervises the conduct of first
aid, water safety and swimming classes; insures the enforcement of and
adherence to laws, ordinances, regulations and safety practices governing
public pools and beaches, and performs other duties as required.
Distinguishing Characteristics:
This class differs from that of Senior Lifeguard in that the
Supervising Lifeguard is responsible for all lifeguarding activities in an
assigned district whereas the Senior Lifeguard supervises and participates in
lifeguard duties at an assigned pool or complex.
Illustrative Examples of Duties:
Prepares work schedules and assignments for lifeguards, swimming
instructors and other assigned personnel; conducts and/or coordinates training
classes and drills in lifesaving techniques including first aid, various
methods of rendering artificial respiration and-use of lifesaving equipment;
plans programs and administers all activities relating to water safety,
aquatics, and emergency care at an assigned swimming pool and district
beaches; inspects first aid kits and conditions of lifesaving equipment;
reports all hazardous beach conditions to the Recreation Specialist and
directs all follow-up procedures; responds to major beach accidents and
drownings, and reports all information relating to the incident to the
Recreation Specialist; informs public through subordinate staff of hazardous
ocean conditions; performs lifeguard tasks, first aid, rescues and
resuscitations when necessary; enforces ordinances, laws and safety
regulations; assists in the maintenance of the swimming pool in accordance
with state laws on health standards.
Minimum Qualification Reeuirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school, and three years of
lifesaving work experience, one of which shall have been in a supervisory
capacity.
License and Certificate Requirements: Possession of a valid motor
vehicle operator's license and a Red Cross Water Safety Instructor's
Certificate, and an Instructor's First Aid Certificate.

Knowledge of: lifesaving methods and techniques; use of lifesaving
equipment; ttie techniques of demonstration and instruction; laws, ordinances
and regulations governing use of public pools and beaches; principles and
practices of supervision; pool maintenance.
Ability to: plan, assign and supervise work of .others; swim and
effect water rescues; administer first aid; conduct training classes; prepare
concise, complete and accurate reports; deal tactfully and effectively c;ith
the public; enforce laws, ordinances and regulations tactfully and effectively.
Physical Requirement:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.
Physical Effort Grouping: Special
This is the first specification approved for the new
class SUPERVISING LIFEGUARD.
