Resolution
WHEREAS, Senator Spark Matsunaga in his luncheon address
before the Japan-Americah Society on October 18, 1982, proposed
the establishment of a Japan-Hawaii High Technology Center at the
University of Hawaii that would act as a national transfer point
for new technologies from Japan; and
WHEREAS, Senator Datsunaga suggested that the Japan-Hawaii
Technology Center initially specialize in robotics usage in ocean
mining, aquaculture and other works related to Ocean Thermal Energy
Conversion (OTEC), those areas of interest to Japan who at this stage
leads other nations in industrial robots developments; and
WHEREAS, with the declining trend in sugar and pineapple, the
center of technology transfer from Japan would provide an opportunity
for the young people in Hawaii; and
WHEREAS, the establishment of a Japan-Hawaii Technology Center
at the University of Hawaii would ward off American protectionism
now generating in the automobile, steel and other industries.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it wholely supports the establishment of a Japan-Hawaii
Society at the University of Hawaii and recommends that the Center
be placed at the University of Hawaii at Hilo since the research and
development in OTEC, deep sea mining and aquaculture might be done
on the island bf Hawaii.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
be instructed to remit a copy of this resolution to President Ronald
Reagan; Ambassador of Japan Yoshio Okawara; Senator Spark Matsunaga
and President Fujio Matsuda of the University of Hawaii.
