Resolution
WHEREAS, on August 4, 1982, the Reagan administration proposed
to revise regulations for Public Law 94-142, which would severely
weaken the Education for All Handicapped Children Act; and
WHEREAS, with strong objections from the members of Congress
and the public, the Administration's most controversial proposals
were withdrawn; and
WHEREAS, Senator Spark r4atsunaga, a member of the Senate
Labor Subcommittee on the Handicapped, in his remark before the
Hawaii Federation of the Council for Handicapped Children, said
"Our fist concern today must be to prevent the enactment of any
changes to Public Law 94-142 which would compromise the goal of
equal education for handicapped students and the integration of
these students into society," and vowed to strongly oppose any
proposals which would result in a retreat from current protection
for handicapped students.
NOW, THEREFORE, BE IT RESOLVED BY THE COCJNCIL OF THE COUNTY OF
HAWAII that it expresses its deep concern for the Reagan
"Administration's proposal in weakening the Public Law 94-142 -
Education for All Handicapped Children Act and humbly requests the
Reagan Administration to withdraw the current proposals, and, if
necessary, to reintroduces revised plans to further strengthen the
objectives of the existing Act.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
be instructed to remit copies of this resolution to Secretary of
Education, Secretary of Health and Human Services and to the Hawaii
Congressional delegation.
