Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments to
the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.12. POLICE DEPARTMENT.
1. Reallocate one position of Fingerprint Classifier SR-10 to
Fingerprint Technician SR-15.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to .the departments of Police, Finance and Civil Service. for their information.

1. Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for increased workloads, etc.):
With the retirement of its former fingerprint expert, the department has been
without in-house capabilities of performing latent fingerprint comparisons
resulting in the delay of investigations. The incumbent Fingerprint Classifier
is the most qualified employee to perform this task.
2. If reallocation, list only new duties. (Example: 1. Takes
dictation 40°s; 2. Keeps office accounts 30~, etc.):
Provides expert testimony in court on fingerprint comparisons.
Compares fingerprints and 1"atent print recoveries to positively identify the
person whose print is being. examined.
3. Give reasons why new duties at higher level are needed and cannot
be assigned to classes at higher level or handled in other ways
such as short term contracts, etc. (Use productivity measurements
where possible.):
There are no higher level positions to handle the duties of the Fingerprint
Technician, either by training or by in-line responsibilities.

manpower needs not planned through budgetary process?
A request for a new Fingerprint Technician position was submitted,-but due to
budgetary constraints and other priorities, the position was deleted. Sufficient
funds are available to cover the difference in salaries which would result
from reallocation.

The reallocation of subject position is justified in that there has been a

FINGERPRINT CLASSIFIER
Duties Summary:
Analyzes, classifies and files fingerprint records; searches finger-
print files and compares for identification purposes; prepares abstracts of
criminal records; and performs other related duties as required.
Distinguishino Characteristics:
This class is distinguished by its performance of the classification
and filing of fingerprint records.
Illustrative Examples of '!lork:
Analyzes, classifies, extends, and files all criminal, civil, and
juvenile inked prints in accordance with the Henry System of fingerprint
classification; searches fingerprint files and compares for identification
purposes; receives and files latent prints; maintains control log of all inked
and latent prints released from file; checks and processes all identification
forms for accuracy, completion and conformance to established requirements;
prepares abstracts of criminal records; maintains current rap sheets and other
identification records; composes and types a variety of material; makes rod"ti`ne
follow-ups to secure required information; assists the public in filling out'
standard and supplementary forms; searches through a variety of files and
records; extracts, compiles and summarizes information, and prepares periodic
and special reports; gives general information and resolves complaints over a
counter or. telephone involving interpretation and explanation of rules, regula-
tions, policies and procedures and knowledge.of the agency's purposes and
functions; answers telephone and takes or relays messages and calls; greets
callers and directs them to proper persons or offices; may accept cash payments
for standard fees and write out receipts; may operate standard office machines
such as mimeograph, adding and calculating machines; computer system teleprocessing
equipment; may supervise the work of others; receives, files, and maintains all
photographic records, including criminal juvenile mug shots, crime scenes and
traffic scenes,
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school and 3 years of clerical
experience, one of which shall have involved fingerprint classification and
filing work.
Knowledge of: the Henry System of fingerprint classification; comparison
and filing; fingerprint classification formulas, symbols and terminology; file

Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for performance
of the duties.

FINGERPRINT TECHNICIAN
Duties Summary:
Performs technical work involving the examination of latent fingerprints
obtained from crime scenes; analyzes and evaluates prints in order to establish
identification of suspects; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from the Fingerprint Classifier in that the Fingerprint
Technician independently examines and evaluates latent fingerprints from crime
scenes to establish identification of suspects; whereas the Fingerprint Classifier
is primarily concerned with fingerprint classification and filing for criminal or
non-criminal identification purposes and, under supervision, may periodically
assist in examining and evaluating latent fingerprints.
Illustrative Examples of Work:
Examines and evaluates latent fingerprints; compares latent prints with
inked prints of suspected offenders through manual and/or automated means; makes
evaluations of matching ridge characteristics and forms opinion on identification
of suspect; maintains file of unidentified latent prints for future comparisons
with possible suspects; destroys unsuitable prints; instructs others in latent
fingerprint work; may testify in court as an expert witness on fingerprint
identification; analyzes, classifies, extends and files criminal, civil and
juvenile inked prints in accordance with the Henry System of fingerprinting;
maintains files and control logs of prints; maintains files of photographic
records and modus operandi mug shots; prepares photo line ups and photographs
for court exhibits.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school and 4 years of fingerprint
classification work, one of which shall have involved the analysis of latent
fingerprints.
Knowledge of: the Henry and other systems of fingerprint classification;
fingerprint classification formulas, symbols and terminology; methods and techniques
involved in latent print comparisons.
Ability to: classify, code and compare fingerprints; independently
determine identity of persons through latent prints; instruct others in the Henry
and other fingerprint classification systems; express facts clearly, orally and
in writing; give and follow oral and written instructions.
