Resolution
WHEREAS, on September 29, 1982, Senator Spark Matsunaga
introduced a bill for Hydrogen Development as "ENERGY FOR PEACE";
and
WHEREAS, the bill provides for the establishment of an
expanded and intensified research and development program to
accelerate the commercialization of the hydrogen economy; and
WHEREAS, the realization of this hydrogen energy will most
positively have an impact on the importation of fossil fuel which
bled our nation as much as $80 million each year, having both
critical importance to our national security; and
WHEREAS, Hawaii's long term energy sufficiency from OTEC,
Geothermal, Windpower and Solar Photovoltaic Cells would be able
to supply the necessary power to extract the hydrogen from
water (H20) having abundant on earth crust; and
WHEREAS, by using the cathodes and anodes to split the water
molecules by electrolysis, the scientists at the Texas A & M
Hydrogen Research Center has developed the technique which may
bring the cost of hydrogen fuel to $1.00 per gallon in a few
years.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it extends its wholehearted support for the passage
of the Hydrogen Development Bill introduced by Senator Spark
Matsunaga.
BE IT FURTHER RESOLVED that the Clerk of the County be
instructed to remit copies of this resolution to our Congressional
Delegation, Senator Spark Matsunaga; Senator Daniel K. Inouye;
Representative Dan Akaka and Representative Cecil Heftel.
