RESOLUTION NO. 483 82
WHEREAS, the Hawaii Isle Police Athletic League (HIPAL) which
was a long sought program, finally became a reality in July of 1982
by virtue of the Hawaii County Council's endorsement and the
utilization of $10,000 of the Police Department's funds towards this
endeavor; and
WHEREAS, HIPAL's basic ideals were to utilize volunteer police
officers during their off-duty, compensatory time-off and even their
vacation time, to help initiate and coordinate HIPAL's goals. These
worthy goals were to involve our youngsters, ages 8 to 14, along
with their parents and or guardians in sports related activities,
such as basketball, baseball, volleyball, biddy boxing and other
popular youth programs over the entire county to enhance better
understanding, fellowship and camaraderie between the participating
children, parents and the police; and
WHEREAS, with the present enthusiasm for the public, the Hawaii
County Council and the police, HIPAL can continue and, within the
near future, achieve its other noteworthy goal of being able to
provide education and athletic scholarships to deserving young
athletes who, without such a program, would never be able to pursue
and take advantage of their athletic talents; and
WHEREAS, the concept of HIPAL has always been a worthy cause,
but was made a success and a reality this year only through the
initiative, dedication, hard work and the leadership of Officer
Elson Cabatu, a six-year member of the department, who has
sacrificed most of his time guiding this program with his fellow
officers to its inception and hopefully perpetual success.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that in recognition of the Hawaii Isle Police Athletic
League's official opening ceremonies and in conjunction with its
first biddy boxing tournament to be held on Saturday, November 13,
1982, at the Hoolulu Tennis Stadium, extends congratulations and
best wishes for the many safe, successful and beneficial programs it
has planned for the children of the Big Island.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is
instructed to remit true copies of this resolution to Police Officer
Elson Cabatu, Mayor Herbert T. Matayoshi, Police Chief Guy Paul and
SHOPO President, Gordon Chun.
