WHEREAS, a site survey is currently underway to find a
location for the proposed world-class instrument, the 15-meter
National New Technology Telescope (NNTT) which, when completed,
will be by far the largest telescope in the world; and
WHEKEAS, the NNTT has received the highest national priority
for the 1980's in ground based optical astronomy by a panel of the
National Academy of Sciences; and
WHEREAS, among the major candidates being considered to house
the NNTT is our own Mauna Kea which is already the site of four
major telescopes sponsored by several nations; and
WHEKEAS, unique in the world of astronomical research, Mauna
Kea offers many excellent assets:
1. An ideal location, elevation, climate and air quality.
2. Accessible roads.
3. The potential for electric power transmission to the
summit.
4. The Hale Pohaku mid-level facility for accommodation,
equipment testing and other related activities.
5. Outdoor lighting controls as specified by Ordinance 38 of
the Hawaii County Code.
6. A highly regarded astronomy program at the University of
Hawaii and a distinguished international community of
astronomers in Hilo and at Waimea.
WHEREAS, while these and other attributes are important to the
selection process, modern techniques of site evaluation have never
been applied to prove the qualitative superiority of Mauna Kea
over other sites; and
WHEKEAS, the widely held misconception in international
circles that the County of Hawaii is antagonistic to new
initiatives in astronomy on Mauna Kea does little to project a
favorable image of the community's support of such a project.
NOW, 'IHEREFOKE, BE IT RESOLVEll BY THE COUNCIL OF THE COUNTY OF
HAWAII that it declares its desire to have the NNTT located on
Mauna Kea and that it fully supports the Institute for Astronomy
of the University of Hawaii in preparing our case by:
Committing $28,000 as the County's share to conduct the
quantitative and qualitative study of Mauna Kea
astronomical properties using the most modern techniques
and;
Assuring full cooperation in expediting the planning and
construction process for the project.

BE IT FURTHER RESOLVED that the County Council likewise seek
the full support of the State, the University of Hawaii and the
community for this project.
BE IT FURTHER RESOLVEll that true copies of this Resolution be
transmitted to the Honorables George R. Ariyoshi, Governor;
Richard Wong, Senate President; Henry Peters, House Speaker;
Herbert Matayoshi, Mayor of the County of Hawaii; Hideto Kono,
Director of the Department of Planning and Economic Development;
Susumu Ono, Director of the Department of Land & Natural Resources
and Fujio Matsuda, President of the University of Hawaii.
