WHEREAS, the Hoolulu Regional Park Complex was named in July
1977, by the National Association of Counties (NACo) as the
recipient of its New County, U. S. A. Achievement Award for the
exceptional development of the 42 acre site into a series of
beautiful and functional recreational facilities; and
WHEREAS, this much used recreational complex was initially
master planned and eventually completed as a multi-faceted complex
through the initiative and joint funding from the County, State
and Federal government, augmented with needed community expertise
from such entities as the Athletic Department of the University of
Hawaii at Hilo, the Hacaaii Island High School Athletic Association,
the Hawaii Island Division of the Amateur Athletic Union, the-
Hawaii Pony-Colt Baseball Organization, the Hawaii District Little
League Organization, the Hawaii Island Tennis Association, the
Parks and Recreation Hilo District Commission and the Hoolulu Park
Citizens' Ad Hoc Committee; and
WHEREAS, the heavy use of this first-class recreational outlet
is only part of this complex's value as other popular community
functions such as the annual Hawaii County Fair, Carnivals, Concerts,
Bazaars, Swap Meets and Political/Social gatherings continuously
put this area in continuous use and demand; and
WHEREAS, the two Butler buildings adjoining the Hilo Civic
Auditorium, which was donated and built by the Hilo Jaycees, have
played an important and vital supporting role for the many success-
ful events held within the complex; and
WHEREAS, there had been previous plans to demolish these
Butler buildings during a time when a major $70 million Hoolulu
Park-Panaewa Recreational Sports complex was being master planned,
and had some support; and
WHEREAS, since the Panaewa Recreation Sports Complex has now
ceased to be a viable proposal due to obsolescence and moreso
because of the adverse economic burdens a project of such magnitude
would have upon the taxpayers.

NOT9, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it requests that the Administration rescind their
prior recommendation for the razing of these Butler buildings and
instead call for the upgrading of these facilities to further and
better accommodate the many activities of the Hoolulu Regional Park
Complex.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
is instructed to remit true copies of this resolution to
Mayor Herbert T. Matayoshi; Department of Parks and Recreation
Director, Milton Hakoda; and President of the Hilo Jaycees,
Dennis Yoshida.
