AN ORDINANCE AMENDING CHAPTER 24, OF THE HAWAI`[ COUNTY CODE 1983 (1995 EDITION), CREATING ONE-WAY TRAFFIC PATTERN ON KAPIOLANI STREET ON SPECIFIED HOLIDAYS BEING CHRISTMAS EVE, CHRISTMAS DAY, GOOD FRIDAY, HOLY SATURDAY AND EASTER SUNDAY, RELATING TO VEHICLES AND TRAFFIC. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Purpose: Saint Joseph's Roman Catholic Church, located at the corner of Haili Street and Kapiolani Street, holds religious services on Christmas Eve, Christmas Day, Good Friday, Holy Saturday, and Easter Sunday, which is heavily attended on the yearly basis. In order to facilitate safe and orderly traffic control in the area, this ordinance will create cone-way traffic flow in a Puna (east) direction on Kapiolani Street between Waianuenue Avenue and Ponahawai Street on Christmas Eve from 3:00 p.m. to 2:00 a.m.; Christmas Day from 5:00 a.m. to 1 :00 p.m.; Good Friday from 1:00 p.m. to 6:00 p.m.; Holy Saturday (Night) from 5:00 p.m. to 10:00 p.m., and Easter Sunday from 6 a.m. to I :00 p.m. of each year. SECTION 2. If any provision of this ordinance, or the application thereof to any person or circumstance, is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 3. This ordinance shall take effect upon its approval.
