Resolution
WHEREAS, the Federal government is proposing to sell Federal lands at fair
market value to he lp reduce the Federal deficit; and
WHEREAS, the Administration has created the Federa 1 Property Review Board
for the purpose of developing and reviewing Federal real property policies
re lating to land acquisition, utilization, and disposal; and
WHEREAS, the Administration has recommended the elimination of the
transf er of Federa 1 lands to state and local governments under public benefit
discounts; and
WHEREAS, state and local governments depend on Federal surplus lands to
help meet their land use needs and would be gravely debilitated if such lands
were no longer avai]able at the no-cost discount; and
WHEREAS, the Nationa 1 Association of Counties has stated strong opposition
to the sale of Federal surplus lands and the elimination of the no-cost
transfer to the state and local governments.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
it supports the actions of the Nations 1 Association of Counties and strongly
urges the President to restore the policy of conveying Federa 1 surplus lands
to state and local governments under public benefit discounts.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit
true copies of this resolution to the President of the United States; the
Chairman of the Federa 1 Property Review Board; the Honorable Daniel K. Inouye
and the Honorable Sparky M. Matsunaga, United States Senators; the
Honorable Daniel K. Akaka and the Honorable Cec Heftel, Congressmen; the
National Association of Counties; and the Honorable George R. Ariyoshi,
Governor, State of Hawaii.
