HomeMy WebLinkAboutRES 692 Draft 01 1980-1984 ,~ County of Hawaii-State of Hawaii Resolution No. Esc ~3 (AMENDED) WHEREAS, a recent speech given by Senator Richard Henderson at the University of Hawaii-Hilo, charged that, "The anti-business climate we have here is not a perception, it is a fact."; and WHEREAS, Senator Henderson cast the onus of an anti-business climate on the centralized state government bureaucracy of civil servants who have little or no knowledge of the importance of a healthy business climate to our State; and WHEREAS, the specifics are as follows: 1. Pyramiding of the 4 percent tax amounting to a sales tax of 11 percent. 2. Punitive unemployment and worker's compensation insurance cost levied to the employers. 3. The matter of over regulation of business. WHEREAS, Senator Henderson suggests that the "Public Affairs Coalition" made up of representatives from business, labor, and the public, whose principal task would be to meet and examine all of the troubled areas, and thus reverse the anti-business climate which ultimately results in increased business activity; and WHEREAS, this would translate into more jobs, more affordable housing, and a better way of life. r, O O NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that i.t calls upon the Governor of Hawaii, President of the Senate, and Speaker of the House of Representatives to form a "Public Affairs Coalition" with. representatives of labor, business and the public, charged with the responsibility of searching for programs and policies -which can be translated into laws and regulations that will meet the needs of the people of Hawaii. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be instructed to remit a copy of this resolution to Governor George R. Ariyoshi; Senate President Richard Wong; and to Speaker of the House Henry Peters. Dated at Hilo, Hawaii, this 17th day of August 1983.
