County of Hawaii - State of Hawaii
Resolution
WHEREAS, the U. S. Corps of Engineers has an allocation of
$1.1 million to build a boat ramp, breakwater and parking area at
Kaulana, South Point on the Big Island, which will lapse on
September 30, 1983; and
WHEREAS, Kaulana is on Hawaiian Homes Land (HHL), which the
State Department of Transportation (DOT) must lease in order to be
able to go ahead with the project; and
WHEREAS, the Hawaiian Homes Land is asking DOT to pay a yearly
fee for the use of the land, and the state recreation boating
program claims they do not have funds to lease the land; and
WHEREAS, in lieu of the annual rental, HHL is considering the
proposal whereby DOT would install a waterline down to the boat ramp
and make water available for HHL future developments, which will
have direct benefits to native Hawaiians; and
WHEREAS, DOT is receptive to prioritizing the waterline in order
to satisfy the needs of native Hawaiians, who are beneficiaries of
the HHL.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it urges the Hawaiian Homes Commission, State Department
of Transportation and the U. S. Army Corps of Engineers to come to a
satisfactory conclusion- as early as possible to satisfy the desires
of all parties and encumber the Federal appropriation of $1.1
million and that State, matching funds of $350,000.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
instructed to remit a copy of this resolution to Governor
George R. Ariyoshi; Ryokichi Higashionna, Director, State Department
of Transportation; Georgiana K. Padeken, Chairperson, Hawaiian Homes
Commission; and Colonel Alfred J. Thiede, U. S. Army Corps of
Engineers.
