SUBJECT: TRAFFIC CODE AMENDMENT:
HUINA ROAD EASTBOUND APPROACH AT THE LUHI ROAD
INTERSECTION IN PUNA
We request the Hawai'i County Code, Chapter 24, Article 10, Division 2. Moving
Vehicles, Section 24-265, Schedule 13. Yield locations, paragraph (g) Puna be
amended by adding new item:
ll HUINA ROAD, EASTBOUND APPROACH AT THE LUHI ROAD
INTERSECTION.
In an effort to address a request from the public to clarify who has the right of way at the
subject intersection, we propose to add a yield control at the eastbound approach of
Huina Road at the Luhi Road intersection.
We feel this change gives right of way to the higher volume route (east leg of Huina
Road - Luhi Road) and yield control to the lower volume route (eastbound Huina Road
approach to the Luhi Road intersection). In this case, it is our opinion that addressing
the right of way based on volume will lead to greater respect by the motorists.
