WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Salary Ordinance is hereby amended for the following
department:
SECTION 8.09 (b). RECREATION DIVISION. DEPARTMENT OF PARKS AND
RECREATION.
1. Change the time element of one position of Clerk-Typist
SR-8 from 1/2 time to full time. Also, transfer position
from Regular County Positions (Part-time), Section 8.09 (b)
on page 29 to page 19.
SECTION 8.09 (c). MAINTENANCE DIVISION. DEPARTMENT OF PARKS AND
RECREATION.
1. Reallocate one position of Assistant Account Clerk SR-8
to Cost Account Clerk SR-13.

Daily clerical work has become a heavy burden since the introduction of daily tennis
fees and because of the increased usage of the facilities as a whole. Reservations
and collection of fees must be made daily., Keeping personnel records; typing & mailing
applications for eight facilities; billing and collecting of rental payments; typing
deposits, letters, weekly assignments, event schedules, etc.; recording cash receipts;
recording and typing special events income and attendanbe records; and answering _.
the telephone are some of the daily clerical tasks that must be done.
Personnel hired under. the Cr~TA program had satisfied the need until termination
of the program. '. -

Duties Swmnary:
Operates a typewriter and performs a variety of clerica]. work in
preparing, processing and filing forms, records and similar materials in
accordance with general instructions and procedures; and performs other related
duties as required.
Distinguishing Characteristics:
This class differs from that of !assistant Clerk-Typist in that the
Clerk-Typist performs a variety of tasks involving referral to a number of
different sources, executes assignments in accordance crith general instructions,
accomplishes work with some use of discretion and selectiveness in dcviA^.ting
from established processes end procedures, and operates a typewriter in typing
materials where improvisation as to format and arrangement of data is required;
whereas the I'ssistant Clerk-Typist performs routine, repetitive tasks which are
primarily procedural in nature, executes assignments in accordance with specific
instructions or clearly defined procedures, and operates a typewriter in typing
materials where guides as to format and arrangement of data are readily availa-
ble.

all maintenance activities are processed through this office which consists of

vities and responsibilities necessitates a higher position. The present position
of Assistant Account Clerk cannot provide that level of service which is required
for effective operations.

Duties Summary:

reflecting an overall accounting of project costs; and performs other related

Distinguishing Characteristics:
This class differs from that of Senior Account Clerk in that the Cost
Account Clerk plans, sets up and maintains general and control records and ledgers
reflecting overall project costs; whereas the Senior Account Clerk supervises or
performs the reviewing, posting, revising and summarizing of fiscal records and
statements with responsibility for the maintenance of all accounting records for
a major section of an accounting system.
Illustrative Examples of Work:
Plans and lays out the work required in compiling, reviewing, recording
and reconciling financial transactions for a major section of an accounting
system; compiles and reviews fiscal data; posts to and balances journals and
ledgers, and reconciles accounts; maintains ledgers for equipment, labor costs and
depreciation schedules; classifies and posts expenditures to budgetary accounts;

Duties Summary:

landscaped areas; may operate a power mower; and performs other related duties as

Distinguishing .Characteristics:
This class differs from Groundskeeper I in that the Park Caretaker I is
assigned to parks,. playgrounds and other landscaped areas and cares for and
maintains the area and is responsible for enforcing rules and regulations on public
safety and the protection of public property; whereas, the Groundskeeper I
individually or as a member of a crew sweeps up rubbish, cleans, trims, and
cultivates lawns and planted areas on grounds adjacent to public buildings, public
cemeteries, or other landscaped areas:
Examples of Duties:
Cares for and maintains lawns, hedges, trees and shrubbery; by cleaning,
planting; watering, fertilizing, trimming, mowing; sweeping and raking; assists
in planting shrubbery and plants, sodding lawns, and propagating plants and shrubs
from seeds, cuttings and rcots; cleans comfort stations; pavilions, gymnasiums,
swimming pools; water fountains, barbecue pits and other facilities in public parks
and recreation areas; maintains athletic fields and baseball diamonds in good
condition for play; enforces rules and regulations applicable to the protection
of public safety and public property; operates Light motorized or power equipment
and tools as required; may make minor maintenance repairs such as changing light
bulbs and worn sockets and replacing faucets, washers and toilet floats; may make

Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to completion of the eighth grade and one year of

This class differs from that of Building Maintenanceman Helper in that
the Building and Grounds Handyman performs minor building maintenance and repair
work and groundskeeping work;. whereas the Building Maintenanceman Helper assists
skilled maintenanceman in the maintenance, repair and upkeep of buildings, struc-
tures and equipment used therein.

License Requirement: Possession of a valid motor vehicle operator's
license.
Snowledge of: common practices, tools, materials and equipment used
in the trades of carpentry, plumbing, electricity, masonry, painting, mechanical
repair, grounds maintenance, care and cultivation of shrubs, trees and lawns;
occupational hazards and safety precautions.

Duties Summary

Performs a variety of manual labor and semi-skilled work tasks; and
performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Laborer I in that the Laborer II in
addition to performing manual work which may be heavy and arduous in nature
also performs work requiring some manipulative skill requiring previous
experience or training although this type of work is not of a continuing
nature; whereas, Laborer I primarily performs manual work which does not
require a high degree of manipulative skill or previous work experience.
This class differs from that of Laborer III in that the Laborer II
performs a variety of semi-skilled or heavy and arduous manual work tasks and
may occasionally supervise one or two laborers; whereas the Laborer III
supervises a small group of laborers and participates in performing manual
work tasks.
Examples of Duties:
Operates a jackhammer or other pneumatic tools in breaking or
cutting pavement and digging or backfilling trenches; loads and unloads
materials and supplies; cuts trees, trims trees, along public highways or any
other county-owned areas, using climbers, power saws, etc.; loads concrete
mixer; operates a bitumul spreader for resurfacing, leveling or paving of
roads; may assist mason by helping to set rocks or cutting same; grades
surfaces using hand tools; spreads and levels cinders, gravel, rocks,
asphaltic concrete or any other macadamized or bituminous materials by hand on
road construction projects; helps build retaining walls, rip rap walls and
reinforces shoulders; cleans culverts and storm drains and drainage ditches of
weeds, rubbish and other debris; loads refuse and other debris onto trucks;
cleans up around refuse collection areas; removes dead animals from public
highways; clears roads and highways of debris, dirt, branches, rocks and other
hazardous obstruction after heavy rains; may occasionally operate light or
heavy duty truck or other motorized equipment.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to completion of the 8th grade and one year of manual
labor experience.

Knowledge of: common hand tools and their use; common methods,
procedures and materials used in general construction ahd maintenance work.
Ability to: operate vehicle and simple machinery; perform heavy
manual labor; understand and follow written and oral instructions.

Distinguishing Characteristics:
This class differs from that of Recreation Assistant in that the
Recreation Leader assists in organizing and directing recreational activities
and/or is in charge of recreational activities in an assigned district; whereas
the Recreation Assistant plans, organizes and directs a variety of recreational.
activities at several playgrounds.
Illustrative Examples of Work:
Teaches children arts and crafts, music, dancing, and athletic skills;
assists in planning and organizing adult activities; officiates at organized
sports activities; assists in planning community activities such as holiday
programs, parades, and festivals; conducts hikes, camping trips and excursions;
organizes community groups within the district to assist in recreation programs
and acts as an advisor to such groups; issues, receives and maintains custody of

SUBJECT: ADDITIONAL INFORMATION FOR REALLOCATIONS OF PARKS AND RECREATION
POSITIONS (RESOLUTION 672)
In its meeting of August 9, 1983, the Finance Committee requested that
requests for reallocations be summarized and that the cost of reallocations
be included in the summary. In the same meeting, Resolution 672 dealing
with reallocations in the Department of Parks and Recreation was deferred.
We have been notified that Resolution 672 will be considered by the Finance
Committee on September i4,-1983. Attached is the summarized cost data pertaining
to ,the resolution. Originally, a major portion of the cost of reallocations
was,, to be derived from the salary savings of two vacant positions. However,
one of these positions has since been defunded and only $4,190 can be used to
fund the reallocations. The Department of Parks and Recreation is recommending
that the additional funds come from the County's Provision for Compensation
Adjustment Account.
