Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.08 (b). BUREAU OF BUILDING CONSTRUCTION AND INSPECTION. DEPARTMENT
OF PUBLIC WORKS.
1. Reallocate one position of Parking Violations Clerk SR-8 to
Parking Violations Clerk SR-10.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to
the departments of Public Works, Finance and Civil Service for their information.

PARKING VIOLATIONS CLERK

Duties Summary:
Patrols on-and-off-street parking areas and Issues citations
for parking violations; enforces parking lot rules and regulations; and
performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its performance in patrolling
government parking areas and streets, enforcing parking lot rules and
regulations, and issuing parking violation citations.
Illustrative Examples of Work:
Patrols an assigned area including streets and government
' parking lot and issues citations for all parking violations; guides
,~ traffic through parking areas; checks that parking spaces are kept.
available for officers and others to whom assigned; maintains order at
parking lot; checks on overtime, illegal or improper parking and noti-
fies drivers of violations; reports unidentified cars left in parking
area overnight; may order cars towed away; directs visitors, to government

experience substantially equivalent to completion of the 8th grade and
one year of work experience involving public contact.
Ability to: learn and explain parking ordinances and parking
lot rules and regulations to other employees and the general public; .follow
oral and written instructions; direct traffic within restricted areas;
deal tactfully and effectively with the public.
Knowledge of: location of county agencies and geography of Hilo.
Special Requirement:

metered parking areas and issues citations for all parking violations;
reports, unidentified cars left in parking areas overnight; may order vehicles
towed away; explains and interprets parking rules, regulations and ordinances
to the public; reports inoperative and defective parking meters to meter
mechanics; directs incoming and outgoing traffic from parking areas; maintains
order in parking lots; checks to see that parking spaces are kept available
for officers and others to whom assigned; checks on expired meters, illegal or
improper parking and notifies drivers of violations; may direct visitors to
government offices; maintains records of citations issued and reports same to
the department.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school and 2 years of
clerical work experience, one of which shall have involved public contact.
Knowledge of: location of county agencies, the geography of Hilo,
laws, ordinances, rules and regulations regulating on street and off street
parking.
Ability to: follow oral and written instructions; learn and explain
parking lot rules and regulations to other employees and the public; direct
traffic within restricted areas; deal tactfully and effectively with the
public.
Special Requirement: Possession of a special police commission after
appointment.
