WHEREAS, in 1921, U. S. Congress at r_he request of Delegate to
Congress, Prince Jonah Kuhio Kalanianaole created the Hawaiian Homes
Commission, with the idea of "rehabilitating" native Hawaiians,
primarily by returning them to the land through homestead, farm and
ranch lots; and
WHEREAS, the Federal-State Task Force on the Hawaiian Homes
Commission Act was set up on July 14 in the wake of federal court
suits brought by an activist group called the Hou Hawaiians and
others against the Hawaiian Homes Department for alleged failures to
fulfill its obligations to native Hawaiians; and
WHEREAS, the Federal-State Task Force is presently in the
process of submitting their report to the Governor of Hawaii to
question whether the department of Hawaiian Homes should continue to
focus on placing native Hawaiians on the land rather than shifting
the goal of "returning land resources to native Hawaiians for their
use"; and
WHEREAS, HHC Director Georgianna Padelcen sees that the existing
paternalistic practices by the HHC of placing Native Hawaiians on
the lands do not encourage them to initiate efforts to rehabilitate
themselves; and
WHEREAS, HHC Director Georgianna Padeken recommends that the
Task Force should come out with advocating the "returning of the
land to the native Hawaiians for their use" and not dictate to them
the use of the land.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it strongly supports HHC Director Georgianna Padeken's
position that the Task Force come out with the recommehdation that
the HHC achieve the goal of returning land resources to the native
Hawaiians for their use.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
instructed to remit a copy of this resolution to HHC Director
Georgianna Padeken; Hawaiian Homes Commission members;
Ann Nathaniel, Chairperson, Federal-State Task Force; and
Governor George R. Ariyoshi.
