WHEREAS, Senator Spark Matsunaga has called on Congress to
address the recommendations of the Native Hawaiian Educational
Assessment Project (NHEAP), which presented its final report
recently to Secretary of Education Terrel Bell; and
WHEREAS, the NHEAP Steering Committee has made five
recommendations which are as follows:
That the needs for the basic skills of Native Hawaiian
students be addressed by focusing on existing and
contemplated congressional initiatives on specific
needs--for example, math and science programs targeted
to the Hawaiian student populations;
2. Continued research to identify and implement programs
of proven effectiveness, including the establishment
of a Pacific Basin Educational Laboratory funded by
public and private sources to address the specific
educational needs of Native Hawaiians and Pacific
Islanders through research, demonstration programs,
evaluation, and dissemination of information;
3. Establishment of an endowed chair at the University of
Hawaii to develop and advance culturally related
research on Native Hawaiian Children and Pacific
Islanders;
4. Creation of a fund for graduate level scholarships for
Native Hawaiian students, matched by the Kamehameha
Schools/Bernice Pauahi Bishop Estate, to increase the
pool of professionally trained Hawaiians;
5. Development of multi-agency programs designed to
address the needs of Hawaiians during the early
childhood years; and
WHEREAS, Senators Matsunaga and Inouye's 1981 legislation
to have a Federally-appointed Advisory Council on Hawaiian
Education which would make a study, failed due to lack of
Federal funding and subsequently the Kamehameha Schools/Bernice
Pauahi Bishop Estate of Hawaii offered to underwrite the cost
of conducting the study without any cost to the public.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it calls upon our representatives in Congress
urging their support in implementing the recommendations made
to Secretary of Education Terrel Bell by the Native Hawaiian
Educational Assessment Project Steering Committee.

BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii be instructed to remit copies of this Resolution to
Senator Spark M. Matsunaga, Senator Daniel K. Inouye,
Representative Daniel Akaka, Representative Cecil Heftel and to
Richard Lyman, Chairman of the Bishop Estate Trustees.
